Storrs 2/19/54 Dr. Kincaid at the University of Virginia says that Mr* Storrs is virtually head of the Research Department at the Federal Reserve Bank of Virginia. He is a man of much talent and should be finishing his Doctors degree at Harvard University where he is working on nThe Federal Eeserve System in International Monetary Belations** under Dr. John Williams. The difficulty is that the Richmond Bank keeps loading so much work on him that he cannot get his thesis done. Dr. Kincaid that suggests in substance/ia some way might be found whereby Mr* Storrs labors at the licfamond Bank could be lightened in order to allow him more time on his research into his chosen subject.
