Dear Miss Adams,
Thank you very much indeed for the two letters that
were on my desk when I returned from Vancouver yesterday.
Unhappily, in regard to the first, I have to report that I
have made little or no progress on the Warren book during the
past six months which, for a variety of unexpected reasons,
have been a great deal busier than I had originally anticipated.
Not least among the unexpected developments has been the work
arising out of the financial campaign from which McGill University
hopes to raise the money needed for a building programme that is
urgently necessary and, since this campaign will be actively going
on until November, I am not certain how much I shall accomplish during
the summer. This therefore is another regrettable postponement.
I should however like to have an opportunity to sit down and
spend a little time talking with you, as well as with Don Woodward
about the whole programme if this is possible. There is no chance
of me getting away from Montreal until after June 8th since we have
our Spring Convocation on May 30th and immediately after that I
have to cope with official visits from Field Marshal Montgomery and
the President of Indonesia. If you are going to be in New York
around the middle of June I could however arrange to spend a day
there since I shall in any case have to go down to Philadelphia for a
conference with Joe V/illits on the Educational Survey of the University
of Pennsylvania. Would you let me know if this period is likely to be
convenient.

Allan Sproulfs resignation. I have sent him a note of personal
regret commingled with envy.
My cold is now almost gone but has been distinctly
troublesome for the last couple of weeks and I am not sorry to
say goodbye to it. I think however that if I had been able to
attend the meeting I should have agreed, cautiously, with
Riefler and Stewart.

February 17th and for the draft minutes of our Princeton
meeting. I cannot see anything to object to in Calkins'
revision of the draft agreement and I fully approve of the
procedure.
As to the date of the next meeting, I find that I
must be in Toronto on Saturday March 17th in order to participate
in the ceremonies attending the opening of the new building of
the Canadian Medical Association. I could however arrange to come
to Washington for a meeting on Saturday March 10th, Saturday March
24th or Saturday March 31st. Is there any chance that one of these
might be equally suitable to the other members of the Committee.

confirmation of the suggested date for the next meeting.
Tou will find enclosed the Minutes of the meeting of
this Cosmittee at Princeton on February .4th,fendalso a revised
version of the *clause of enactment11 -which was passed at that
meeting.
this revision was undertaken in conference with Br»
Galkins and at his request* In substance it does not differ fro®
the version adopted at Princeton, but Dr. Calkins vould prefer to
present the Committee's proposal to the Brookings Board of Trustees
in this new wording if the Ccemittee approves. It can than be
added to the Minutes as en amended text.
Vould you let me know if you approve of the revision and
of the procedure?
As for the date of the next meeting, Saturday, March 17th,
at Brookings in Washington was the one most discussed in Princeton,
Members were asked at that time to put this dat4 down tentatively.
If this is not possible for you, may ve have your suggestions*

May I present to you the attached bill
for $56.35 for railroad expenses and my bill at the
Princeton Inn, of which I think that the share of the
Committee on the History of the Federal Reserve System
is only $14.50.
The more I meditate on our Saturday
discussions, the happier I feel about them: I think
we are likely to find * very much larger number of
young men interested in monographs and papers and
having knowledge along this pattern than we should
in the predominantly historical approach, because
economic historians today seem to be scarcer than any
other brand of social scientist.

for me to get to the last meeting of the Committee because I was in the
middle of Convocation week.
I am however fully in agreement with the decision to
get the project off the ground by appointing Calkins, Woodward and
Stewart as a sub committee to evolve a framework of the monograph
approach and look to its development. It may well be that the results
of tackling this problem in detail will help to clarify our ultimate
decision in the matter of "the" historian.

In reading the verbatim of the Princeton meeting and checking
on the various references "which were made to books and authors, I find

that ray railroad and pullraan expenses for the trip
amounted to 154.52 (Canadian). Would it be a bother for

save the complication of my getting an American draft here
in Montreal?
May I tell you once again how much I enjoyed the
session of our Conference.
I hope very much that the
expert committee will find an opportunity before our next
meeting of drafting out in skeleton form its concept of
the significant episodes on which the comprehensive history
will hang.
I think that this may be the best way of
inciting the members of the Committee to search back in
their own thinking with a view to recalling other episodes
or reshaping those in the skeleton memorandum and, although
the document will certainly not bind the individual who
ultimately writes the history, I think it would be most
helpful in our consideration of the kind of individual that
we really want.
It might also be useful in any discussions
with that individual regarding the scope and magnitude of the
task.

I have the honor formally to invite you to become a member of
the Committee on the History of the Federal Reserve System. As Miss Adams
and I explained to you this group had been working with a small exploratory
grant from the Rockefeller Foundation to explore the availability of papers
and memories. Both were found to exist in large volume. Consequently an
application for $300,000.00 over a five year period was filed with the
Rockefeller Foundation and that grant has been made.
With the alteration from a temporary exploratory group to an
established operation to cover some years, the Committee agrees that a
wider participation and intellectual base should be established. Accordingly it is the intent to add perhaps two or three members to the Committee.
On the desirability of Dr. James there was immediate and unanimous agreement.
Your membership would not entail many meetings. The Committee has
been and expects in future to operate through its staff and an JBxecutive
Committee consisting of Messrs. Sproul, Burgess, and myself with Dr. Calkins
meeting with the Executive Committee since Brookir.gs is an agency of the
Committee. The highly important role of Committee members is to make policy
decisions, to assure that an adequate and balanced job of developing the
historical materials will be done. Most discussions of the matters that
come before the 8ommittee can be done by mail and by telephone. Face to
face discussions could be arranged ad hoc at your convenience when you were
in Hew lork or Washington for other purposes.
I certainly hope that you will see your way clear to participate
in this effort which prtadses to be extremely interesting.
