If a change in the volume of money is the only influence
operating, the internal and external purchasing power of
inconvertible paper money should be equal and should reflect the change in the volume of money. However, there
are other influences operating • The external purchasing
power may be affected by a change in the demand for foreign
goods; by a change in the conditions of supply of goods
available for export; or by the necessity for payment of
foreign debts* The external purchasing power of continental currencies is low as compared with their internal
purchasing power, because of impoverishment resulting
from the war. In the case of marks it is due in part to
bear speculators • if further issues of paper were stopped
and the central bank acquired holdings of sterling or dollar securities or commercial paper which could be put on
the market when exchange is unduly depressed, seme approac*
