Argument that an increase in govt, expenditures on
goods and serivices matched by an equal use in taxes,
will tend to result in a rise in natl. income equal to
the tax-expenditure change, is likely to be misleading
in 2 respects.
(1) the argument vill be seen to apply equally
veil to all multiplier analysis, but it seems that
the misunderstanding has been greatest in the
balanced budget case. Several veil-known provisos
attached to the argument of Vallich.
Income might sometimes even be reduced. Case of a
general sales tax. Assumptions on the nature of the
tax structure and on the nature of governmental expenditures. "Leakages11 in governmental tax
expenditure program.
