This monograph comprises a critical analysis of the set-up of the
F.R. system, with particular
reference to the problem of credit
control. The author follows a
summary of the events leading up
to the establishment of the system
with discussions of reserves and
note issues, loans and rediscounts
open-market operations, and international relations. His analysis
demonstrates desirability of great
er concentration of power over
discount rates and open-market
ops. than now exists in hands of
the Bd. The author feels such
powers are more important than the
increased powers for direct pressure granted to By. by Banking
Act of 1933. He feels that control over relations with foreign b
banks, granted by that Act, are
not satisfactory and would be unnecessary if Bd. had necessary
discount rate and open mkt. contro!
