banking controversy, par clearance, inelasticity of
note issues, guarantee of bank deposits, the federal
reserves in relation to faimers, and the fopen market1
policy. His concluding judgment is that fthe tone of the
American banker is overwhelmingly provincial, even in
New York," He also notes that the prestige of the
Federal Reserve System is much greater abroad than at
home.

The loss of membership and state domination of our
banking system are the dairgers. The McFadden bill
affords only a partial relief from these. As a remedy
for the dangers, it is suggested that a tax be imposed
upon the ehecks of state banks, as formerly upon the
notes of state banks, with the viev to forcing such banks
