the fact that I had probably misread the notice in

Clevelandf so I was braced for what is called in
New Jork a good "Bronx cheer."
I do hope, howver, that my letter may
at least have the effect of persuading Mr, Laning
to write his memories of the early years. If
the error will bear good fruit*

One point that has given us trouble i s the office of Cashier. W@ have
found that in some Federal Reserve Banks the Cashier i s a Vice President (in

ranks below a Vice Presidency. This practice may have varied with the years,
but our present interest in in only those #10 have ranked or do rank as Vice
Presidents (or Deputy Governors},

As liaison officer appointed by the Federal Reserve Bank of Cleveland to
deal with this Committee, you probably know that one of our most difficult problems has been that of preparing a list of specific records "which, chosen from the
mass of material handled in the Reserve Bank, can be labelled as having historical
value end therefore being worthy of long retention.
After a series of visits made to the twelve regional banks and of consultations kindly made possible during those visits, ve realize that some of the valuable early materiel has already been discarded in sos© of the Federal Reserve Banks
and is lost to us* The best we can hope is that -what is still left will be retained,
whether it is in general •uncurrent* files, or in departmental files, or in the private files of older officers.
In the above connection, the Subcommittee on Destruction of Records whicht
1 understand, functions under the Committee on Miscellaneous Operations of the Conference of Presidents, was given the assignment of conferring with the staff of this
Committee with a view of developing guides and standards for the preservation of
historical material by the Federal Reserve Banks* As you know, Mr* P* Breidenbach
represents tfo© Federal Reserve Bank of Cleveland on that Subcommittee*
At the meeting of the Subcommittee held in New Xork on October 5-7* 1955§
I conferred with, the members of the Subcommittee Bnd we then developed jointly the
ettached list of records and other papers which is suggestive of the types of material oir Committee is seeking to preserve for historical purposes*
While the Subcommittee has informed me that the material here referred t©
will form a part of its next report to the Committee on Miscellaneous Operations,
1 am hopeful that, in the meantime, such material will prove helpful to you in deciding upon the propriety of the disposal of particular records*

the whereabouts of available data*

Bank in February, Mr, Sproul wrote to Mr. Fulton asking for the
appointing of an officer with whom the staff of this Cojamittee could establish liaison, and -who would "act es guide to the supervisor of your files,
your custodian of storage records, your librarian, officers, department
heads, or anyone else vho might have questions about the destruction of
records, reports or studies in which the Committee may have an interest**
¥e understand that Mr. Fulton asked you to accept this assignment*
In the intervening months we have been trying to find some basis
for collecting date on the files and file materiel which the various banks /
keep, and on the patterns by which they discard. We have finally decided
that we neod first to know certain basic facts about filing practices in
the various banks*
We have therefor© worked out e skeleton questionnaire on files
which will| with your cooperation, give us a starting point on this inquiry.
If you would be kind enough to have its blank spaces filled and the questionnaire returned (by August 19th, if that is not asking too much in & ;.,
vacation period), we will have the basis for a better understanding of what
material of historical value w© can and cannot hope to find preserved in
your files.

with a rather loose hand, end then find themselves obliged to refine. On

Referring to my letter of March 22, there is enclosed for
your information and files a brief biographical sketch of C. H.
Bagley, of Corry, Pennsylvania, one of the first directors of
this bank. This sketch was provided by a grandnephew of our
former director.
Please note that Mr. Bagley's first name was Clifford and
that he served as Treasurer and General Manager of Ajax Iron
Works, also of Corry. Our records have previously shown him
as President.
At the time of his service as director of this bank, his
official capacity apparently was that of Treasurer. He is listed
in that capacity in a circular letter issued by this bank November
18, 1916, announcing the candidates for director nominated by the
member banks in the voting group that year.

Came to Corry in the early 70s.
In 1877 Harmon, Gibbs Bliss & Mr. Bagley started to make drilling engines for the
oil fields.

This company was known as Hannon & Gibbs & Co. and later name was

changed to Ajax Iron Works.
Mr. Bagley had one daughter - Helen, who married a Dr. Waggoner and lived in California.
The late Mrs. L. L. Bliss was a sister of Mr. Bagley.
Mrs. Bliss's grandsons are now living in Cony—Clifford F. Bliss and Harry B.
Smith.
Mr. Bagley was Treasurer and General Manager of Ajax Iron Works for many years.
In 1883 Mr. Bagley served as a member of the Building Committee which built the
present First Presbyterian Church.

Later he joined the Methodist Church and was

active in this Church.
He was a member of the iiasonic Lodge, and served as High Priest of Columbus Royal
Arch Chapter for the years of I889 and 1890.
He built and lived in his home on the northwest corner of East Smith and Wright
Streets for many years.
He was one of the pioneers of automobile owners in Corry.

Taking my main objectives as set dovn in the letter to Mr.

*,d.th Mr. Hostetler, Hiss Klahre, Mrs. Bettcher F.nd Mr. Bolthouse. In
addition, I would like to talk vita someone who can fill in biographic &nd career data which we have not been able to find for certain
of your officials and directors* That letter is sometimes a lengthy
proc©33, bat I would hope time could be found for it.
So ffc.r as interviews with the Bank's "elder statesmen" are
concerned, znd the quest for papers vhich may have been left by those
no longer living, I shell heve to depend on whatever help and aivice
you can give me when I arrive. Those are matters which seem especially difficult for the stranger and yet are highly important for the
vork of this Committee, so that I shall need aid.
As for scheduling all this to fit in with officers1 calendars, thet I also leeve to you. I am sorry that I could not come on
Monday and leave Wednesday night, as I understand Thursday is devoted
to "fee directors* meeting. However, I would hope it eight be possible to spend that day with people who are not personally involred
in the meeting.

five-year grant and is ready to easbark on the definitive study
of the Federal reserve System for which the grant was &sde*

wo can get in order to achieve work of the quality we aim for.
Thus far ve have limited our area, of consultation to experts more
or legs immediately at hand, but we now are eager to viden the
circle of qualified men who are aware of the project and interested
in it.
Ve understand that you have a list of people vho are
teaching noney *m& banking in the Cleveland region. Could your
give us, not the full list, but a carefully selected list of
those particularly veil equipped vho would be interested in
knowing about this project, and even, perhaps, in working in
some phase of it? That phrase "carefully selected" refers, of
course, to caliber of mind and skill - we have every desire to
include men of many opinions, including those who have shown
themselves critical,

visit to Cleveland later this month. We are pleased to have her

Personally I expect to be in Cleveland until July 30 (with
a possible exception of July 23 and 2U) and several of our "elder
statesmen" will be available at that time as well. It is quite
possible, too, that three or four former officers, now retired,
will be in Cleveland around the middle of July and available for
interviews.
Please let us know of the definite dates of Miss Adams1 visit
so we can arrange for conferences with both the present and former
officers. Further developments regarding her visit as well as
questions in connection with the project generally may be referred

Several months have elapsed since you &o kindly furnished
this Coundttde with materials on the Cleveland Bank. In the interim
Hiss Adams has devoted such time to interviewing perscns nov or for*
merly vith the Reserve System and in locating} listing, and to cone
extent acquiring collections of private papers and other materials
vhich should be useful to the outside scholar© who will undertake
the writing of a series of historical studies under the guidance of
this Coeaitteo.
the Initial explorations and findings have been sufficiently
proMieing so that the Rockefeller Foundation has now s&de a second and
larger grant—to extend over a five-year term—to continue and enlarge
the research project nov veil under way. Miss Adams is very anxious,
at the outset of this second phase, to visit the Reserve Banks in the
Middle West. Thus far, because of limitations of time and the burden
of organizational details, her field trips h&ve been confined to the
East—including the Board in Washington, the Reserve Banks in Boston,
Philadelphia, and Richmond, and to nearby universities. Her plans
are still only tentative, but she hopes very such to leave for St.
Louis around the middle of July, going on from there to Cleveland and
to Chicago.
She has asked me to send you this note to Inquire whether
you expect to be in the Bank during that period and, if so* to aak
whether it vould be convenient for you to see her. She would also litre
to talk vith some of your senior officers and with members of your
research and library staffs. She vould welcome any suggestionE of
others vhom she should see in the neighborhood oi Cleveland, such as
foraer bank officials nov retired, who might hare valuable recollections
of the earlier days of your Bask. In view of the a&sy uncertainties
caused by euaaer vacations, she would like, if you are agreeable, to

Your letter inquired about Mr. Jones1 "private notes". Unfortunately, I find nothing which would fit the description of "private
papers" as all the material was in the form of lectures and notes for
his teaching at the University of Pittsburgh where he was a professor.
There is nothing in the way of original research or opinions and because
of the subjects he taught, most of his notes are statistical or tabular
in form. The collection includes nothing in the way of correspondence,
I know of no other papers deposited elsewhere and cannot say
if his family might possess correspondence of interest.
We are so very much interested in your present project and if
we may be of help please call on us.
