Federal Reserve Bank of Richmond for the period between the date of organisation and December 31* 1915* bytfilliamIngle, Chairman of the Board and
Federal Reserve Agent.
Second Annual Report of the Federal Reserve Bank of Richmond 1916.
General format and title regained unchanged through
Twenty-First Annual Report of the Federal Reserve Bank of Richmond 1935.
The Twenty-Second Annual Report through the Thirty-Siiith Annual Report
only contained the "Comparative Statement of the Condition of the Federal Reserve Bonk of Richmond...together with a Comparative Statement of Profit".
1936-1950
The title for the year 1936 and 1937 is "Report to Stockholders" and for
the year 1938 is "Annual Report to Member Banks." From 1939 to 1950 the front
page contained a letter addressed to the Member Banks of the Fifth Federal Reserve District containing the above statement.
Thirty-Seventh Annual Report, Federal Reserve Bank of Richmond 1951.
General format and title have remained unchanged through present time.
The Library has preserved one copy of each report through the eleventh (1925)
and three copies of each report from 1926 to present.

Typed copies of the release sent to the Board as "Report of
Business Conditions of the Fifth Federal Reserve District for the
Federal Reserve Bulletin" are bound as the printed copies are not

LIBRAE! - SPECIAL COLLECTIONS
Hevspaper Clippings
Scattered clippings -were saved on the opening of the Federal Reserve Bank
of Richmond., moving into the building at llinth and Franklin, etc. and these
clippings are being preserved permanently vith the archival material.
In 1950 the Public Information Department (then Bank and Public Relations)
began a file on clippings from local papers of historic interest to the Bank
and this is being currently maintained. These clipp ings vill be kept permanently
in files in this department.

Played by the Federal Reserve Bank of Richmond, the Fifth Federal Reserve District
and the Citizens of Virginia, 1917-1919. (Richmond, April 1923.)
This comprises four loose-leaf notebooks. It is divided into tvro parts:
Part I develops some of the fundamental factors in the vay of financial preparedness, fiscal machinery, legislation, etc., upon vhJLch the superstructure of the
great campaigns rested. Part II describes fully the loan campaigns. These are
in the Library.
In the stacks on the second floor there are three notebooks containing circulars, etc., put out by the T.'ar Loan Organisation.

Dear Miss Adams:
I wish to apologise for the long delay in replying to your
letters of April 19 and May 6. A series of conferences the last few
weeks has thrown our regular work off schedule.
Answers to your questions are set forth below in the same
order as they appear in your letters*
The Bank has accumulated a file of staff papers and studies.
is called "Department Memos" and"Division Studies".

It

The period covered is approximately since 1919, but it is fragmentary
during certain periods.
Current studies are filed in the Research Department, including two
years issues of the Monthly Review and copies of all Supplements to
the Review issued to date. A current file is also maintained on
research memoranda prepared for internal use. The remainder of the
material is filed in Old Records.
The materials are classified as follows: "Division Studies" are
filed according to type of study, i.e. Bank, Area Analysis, Agriculture,
Retail Trade, Business Conditions, etc. Usually a study appears as
an article in the Monthly Review but some are studies or memoranda which
have not been used for publication. Other "Division Studies" include
original data,collected from Twelfth District Firms, i.e. department
stores, furniture stores, apparel stores, banking data for 416 and
635 reports, operating ratios, etc.
A majority of the material is concerned with Regional matters - industry
studies, area studies, general business conditions, banking, including
demand deposit survey, interest rate survey, California Bankers
Association survey, etc. Some of the material deals with national subjects.
There is also material in the international area. Some of these studies
are for directors1 reports, others for limited circulation} some are

detailed country studies with emphasis on the Far East countries,
trade policies in various countries and balance of payment studies.
Research Memoranda of the Federal Reserve Bank of New York and
material from the Board of Governors pertaining to the international
field are also maintained as are standard sources from the Department
of Commerce and the United Nations and its agencies.
We maintain fairly complete files of outside source material, particularly
statistical data on the area covered by the Twelfth District, which are
available in answering requests from students, the public and, in
particular, member banks. Department memoranda and Division studies,
other than those appearing in the Monthly Review or other published
form, are not available either to students or to the public except
on specific authorization.

We note that in the material attached to your letter of May 6
under the heading Publications, Annual Report, no mention was made of the
annual reports published by the Federal Reserve Agent through 1934 or of
the special annual report published by the Bank for 1954> although this latter
is referred to under Anniversary Issues of House Organs, Periodicals,
Newspapers.
Please do not hesitate to let us know if you need further
information in regard to research studies and staff memoranda.

I am sorry to have left important information out of
my recent letter.
The House Organ file is kept in the Library, With the
exception of Annals of 12-L. Vol, 1, 1920 and Vol* 2, 1921 nothing
is bound. They are not catalogued, although I now have hope that
we will get them on cards. I have never had, until the present,
anyone trained in cataloguing and had no time, myself, for the job.
We are working on a catalogue revision, and will include the file
of our staff publications in this project. We will report to you
once it is done.
Something else I didn't indicate clearly which I thought
of after mailing my letter, was the frequency of publication of
H. 0. N. and H. 0« P. Except for the period which I noted, when
H. 0. N. was issued as a weekly, they have been ostensibly on a
monthly basis. However, the notation, I suppose, should be "frequency varies," the reason being that the monthly issuance could
not always be maintained because of the stringencies of bank work
and certain emergency situations.
Something I regret very much is the fact that we do have
a few gaps in the file, because various editors, in spite of pleas
and tears on our part, have neglected to obtain copies for the
Library. When we put the file on cards, we will make an exact record of the missing issues. Every now and then one turns up to fill
in a gap.
The document "Evacuation Operation - Pacific Coast Military
Areas, 1942" is kept in the Filing Department.

I hope this takes care of the incomplete listing.
We, too, are having chilly storming weather. Even
when the sun shines it merely looks like spring but doesn't
feel like it in the least. Let us hope for better things,
both East and West.
