SUMMARY OF BUSINESS TRENDS
ACTIVITY during the final 2 weeks of November will be in•"• fluenced by the holiday observance, and the usual seasonal
decline in some of the basic industries. There is little evidence
of change, after allowance for these influences, in productive
activity, though the inflow of orders has been declining for some
weeks and current production is reducing the large unfilled order
totals which were built up during the buying wave touched off
by the outbreak of the European war in September. Prices of
sensitive commodities have tended lower, reflecting the less
aggressive purchasing policies now being pursued. Stock prices
have moved in a narrow groove at a level below that reached in
mid-September.
For the month of November, the major indicators of economic
change—income, production, and employment—are expected to
show some further improvement over the figures reported for
October. The Bureau of Labor Statistics reported a slight
increase in factory employment in November when a sizable
decline is usual.

October data recently made available confirm the earlier
indications of the extent of the rise in business activity during
that month. The index of income payments—a comprehensive
indicator of the purchasing power of the consumer derived from
current activity—was 88.3 (1929=100) for October up 1.6 points
from September. At the October figure this approximates an
annual rate of income of almost 72 billion dollars, or slightly
below the 1937 total. While living costs have increased since
August, the rise has been much less than the advance in consumer incomes. The 13 percent increase in factory pay rolls
from mid-August to mid-October has afforded a major increment to consumers' incomes. Factory employment,- as
may be seen in the chart below, has risen much faster than is
usual in the fall. The adjusted index for October was
101
(1923-25= 100), up 5 points since mid-August. Farmers1 income
in October increased by somewhat less than the seasonal expectation after the marked advance in September, but cash receipts
from marketings were 5 percent higher than in October 1938.
