Preface

This summary presents in tabular form selected trends in
earnings and hours of production workers in manufacturing. On
tables 5 and 6 the Consumer Price Index is shown. This bulletin
includes one series—hourly earnings excluding premium pay for
overtime and the effect of interindustry employment shifts—that
is not published elsewhere by the Bureau. Supplements will be
issued semiannually.
The series was first published in 1953; its format was changed
in 1962. This issue of the summary differs from its predecessors
in two important respects: (1) Beginning January 1959, separate
data is added for the durable and nondurable goods sectors to those
for all manufacturing, and (2) the weighting system was revised
for the index of average hourly earnings excluding the effects of
overtime and the effects of interindustry employment shifts. The
new procedure, described in appendix A, has resulted in small
changes in the index for a few months; generally, the changes
are not more than 1-index point. In addition, this issue of the
summary provides monthly data for all manufacturing beginning with
January 1947; previous editions provided such data only for the
months since January 1959. The added months have been provided
to facilitate the analysis of trends during the post-World War II
period.

Summary o f Manufacturing Production Workers
Earnings Series, 1939—68
also have become more frequent. Earnings of ap­
parel workers also have increased more rapidly
since 1965 than in earlier years.

Summary
Hourly earnings have increased in each year
since 1939, although the rate of advance has been
influenced by factors such as the imposition and
relaxation of wage-price controls, changes in the
rate of unemployment, the rate of increase in pro­
ductivity, and the rate of change in prices paid by
consumers. Except in a few months, average hourly
earnings excluding premium pay for overtime have
increased faster than the Consumer Price Index.

Changes in average hourly earnings in the dur­
able goods sector are influenced appreciably by
developments in the automobile and basic steel in­
dustries. This influence is illustrated by behavior
of the earnings series in August, September, or
October of most recent years. Annual improvementfactor wage increases, frequently combined with
cost-of-living escalator adjustments, normally go
into effect in the fall. Wage increases put into effect
under basic steel contracts were reflected in the
advance in durable goods average hourly earnings
in September 1966. In some years strikes at the time
of new contract negotiations have affected earnings.
The September 1964 automobile industry strike and
the August 1965 basic steel strike reduced average
hourly earnings.

From 1939 to about 1958, earnings in manu­
facturing excluding the effects of premium pay for
overtime and shifts in employment among industries
rose at an annual rate of about 5.7 percent; in only
a few years did the rate fall below 5 percent. From
about 1958 to 1966, the rise in earnings slackened—
it amounted to about 3 percent or less a year. In
each of the 3 years from 1966 to 1968, the rate of
increase accelerated substantially; it advanced by
3.9 percent in 1966, 5.2 percent in 1967, and 6.5
percent in 1968.

The following tabulates separately for the years
since 1959 the percentage increase in earnings ex­
cluding the effects of premium pay for overtime and
interindustry employment shifts in durable and non­
durable goods industries; indexes excluding the
effects of interindustry employment shifts and pre­
mium pay for overtime for these two major manu­
facturing components are not available for earlier
years.

Separate indexes of changes in average hourly
earnings excluding premium pay for overtime and
the effects of interindustry employment shifts for
durable and nondurable goods industries are avail­
able only since 1959. After this time hourly earnings
in the nondurable goods industries have risen
slightly faster than in the durable goods industries.
(Data on gross hourly earnings for earlier years
indicate that during the 1940’ s earnings in the non­
durable goods industries also increased more rapidly
than in durable goods manufacturing but that during
the decade of the 1950’ s pay in nondurable goods in­
dustries lagged.)

Because a substantial portion of the employment
in the nondurable goods sector is concentrated in the
textile and apparel industries,1earnings trends in
these groups greatly affect the nondurable goods
index. Since 1963, nonunionized workers, who ac­
count for the vast majority of those in the textile in­
dustry, have received increases about every 9 or
10 months and the changes for unionized workers
