STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT:
SEPTEMBER 1996
Unemployment rates for most states showed little movement in September,
as 44 states recorded shifts of 0.3 percentage point or less, the Bureau of
Labor Statistics of the U.S. Department of Labor reported today. The
national jobless rate was essentially unchanged at 5.2 percent. Nonfarm
payroll employment increased in 32 states over the month.
State Unemployment (Seasonally Adjusted)
Nebraska's unemployment rate, 2.4 percent in September, was the lowest
in the nation for the second consecutive month. North and South Dakota
followed at 2.8 and 2.9 percent, respectively. Rates in five other states
also were below 4.0 percent in September. The District of Columbia
continued to report the highest unemployment rate, 8.6 percent. The next
highest rates were in Alaska and West Virginia (both 7.3 percent), New
Mexico (7.1 percent), and California (7.0 percent). Louisiana, New Jersey,
and Washington were the only other states with rates of 6.0 percent or
more. A total of 32 states had jobless rates below the U.S. average of 5.2
percent, and 16 states and the District of Columbia had higher rates. (See
table 1 and chart 1.)
Unemployment rates declined in 16 states and the District of Columbia,
increased in 25 states, and were unchanged in 9 states in September. The
greatest decrease over the month occurred in Mississippi, where the rate
dropped 1.1 percentage points to 5.1 percent--its lowest rate since the
series began in 1978. The District of Columbia, Hawaii, Maine, and Oregon
recorded the next largest decreases, ranging from 0.4 to 0.6 percentage
point. Though edging down only 0.2 percentage point, Wisconsin's rate
achieved its series low at 3.3 percent. The largest increases from August
to September were in New Hampshire and West Virginia, where the
unemployment rates rose 0.5 and 0.4 percentage point, respectively.

Compared with September 1995, jobless rates declined in 35 states and
the District of Columbia, rose in 10 states, and remained the same in 5
states. The largest over-the-year decreases were recorded in Rhode Island
(2.0 percentage points), Alabama (1.8 points), Mississippi (1.4 points),
and Massachusetts (1.1 points). Fifteen other states and the District of
Columbia registered downward shifts of one-half percentage point or more.
In contrast, the only states with over-the-year increases of one-half
percentage point or more were South Carolina (0.8 percentage point),
Delaware and New Mexico (both 0.7 point), and Arizona (0.6 point).
Nonfarm Payroll Employment (Seasonally Adjusted)
Nonfarm payroll employment rose in 32 states in September. Alaska
reported the largest percentage increase (1.2 percent), followed by Indiana
and Wyoming (both 1.0 percent). Florida (38,600) and California (30,500)
added the most jobs in the nation. Mississippi reported the largest
percentage decline (-0.9 percent) in employment. (See table 3.)
Over the year, the largest percentage gains were in the Mountain, West
South Central, and Pacific regions. The Middle Atlantic was the only
region to have less than 1.0 percent growth over the year. Nevada (6.6
percent), Utah (5.6 percent), and Idaho (5.3 percent) had the largest over-
the-year percentage increases. Only the District of Columbia (-2.5
percent), Hawaii (-1.2 percent), and Mississippi (-0.8 percent) experienced
over-the-year declines. (See chart 2.)
NOTE: Monthly payroll employment data are provided on a seasonally
adjusted basis for all states and the District of Columbia, permitting both
current and over-the-year comparison of the data. The state data are
intended for individual state analyses only. Because the state data are
not designed for national aggregation, a summation could present a
misleading picture of national trends. (See Technical Note.)

Metropolitan Area Unemployment (Not Seasonally Adjusted)
Of the 272 areas for which September data are available, 113 had
unemployment rates below 4.0 percent. Twenty-eight areas recorded rates
greater than 7.0 percent. The lowest jobless rates were in Madison, Wis.
(1.4 percent), and Fargo-Moorehead, N.D.- Minn., and Sioux Falls, S.D.
(both 1.8 percent). The areas with the highest rates were McAllen-Edinburg-
Mission, Tex. (17.9 percent), El Paso, Tex. (11.7 percent), Bakersfield,
Calif. (11.5 percent), and Laredo, Tex. (11.4 percent). Although still
ranked among the areas with the highest unemployment rates, Laredo had the
greatest over-the-year decrease in its unemployment rate (4.5 percentage
points). The next largest declines were in Mobile, Ala. (2.3 points), and
Columbus, Ga. (2.0 points). Forty-seven other areas experienced rate
declines of 1.0 percentage point or more. Peoria-Pekin, Ill. (1.5
percentage points), and Wilmington-Newark, Del.-Md. (1.4 points), had the
largest over-the-year increases. Six other areas recorded rate increases
of 1.0 percentage point or more. (See table 5.)
