STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT:
OCTOBER 1995

Unemployment rates were lower in October 1995 than a month earlier in 27
states and the District of Columbia, higher in 16 states, and unchanged in
7 states, the Bureau of Labor Statistics of the U.S. Department of Labor
reported today. The national unemployment rate was 5.5 percent in October,
little changed from 5.6 percent in September. Nonfarm payroll employment
increased in 37 states over the month.
State Unemployment (Seasonally Adjusted)
Two states--Pennsylvania and Missouri--experienced declines of greater
than 1.0 percentage point in their unemployment rates, while Florida was
the only state to post an increase of that magnitude. The rate in
Pennsylvania dropped 1.3 percentage points to 5.1 percent, more than
offsetting last month's rise of 0.9 percentage point and reaching its
lowest level since August 1990. In Missouri, the rate fell 1.2 percentage
points to 4.0 percent, its lowest on record. Five other states had jobless
rate declines of greater than 0.5 percentage point. On the other hand,
Florida's unemployment rate climbed 1.1 percentage points to 6.7 percent.
The only other state to show an increase of more than one-half percentage
point was California, where October's 0.6 point increase erased the prior
month's decrease.

Over the year, 39 states experienced unemployment rate declines. Jobless
rates in seven states dropped by a percentage point or more, led by Arizona
(1.8 points) and Maine and Louisiana (both 1.4 points). Rates in 13
additional states decreased by more than 0.5 percentage point. Montana
registered the largest rate increase over the year (0.9 percentage point),
followed closely by Tennessee (0.8 point) and the District of Columbia (0.7
point). No other state had a rate increase of more than 0.5 point.
In October, the lowest unemployment rates again were concentrated mainly
in the Plains states. At 2.5 percent, Nebraska continued to have the
lowest unemployment rate in the nation, followed by North Dakota and South
Dakota (both 2.9 percent). Thirteen other states also registered rates of
less than 4.5 percent. At 8.8 percent, the District of Columbia had the
highest rate, followed by West Virginia (8.0 percent) and California (7.8
percent). Overall, 34 states had jobless rates below the U.S. average,
while 16 states and the District of Columbia had higher rates. (See table
1 and chart 1.)
Nonfarm Payroll Employment (Seasonally Adjusted)
Thirty-seven states recorded gains in total nonfarm employment in
October. The service-producing sector continued its upward pattern, while
the goods-producing sector was mixed with weakness in manufacturing and
- 2 moderate growth in the construction industry. The October job losses in
the other 13 states and the District of Columbia were mainly attributable
to losses in manufacturing. Washington State's manufacturing employment
was severely affected by a strike in aircraft manufacturing which resulted
in a temporary loss of 23,000 jobs.
Twenty-six states reported job gains in the goods-producing sector, with
28 states having gains in construction. Only 21 states had job gains in
manufacturing.
Thirty-eight states had employment gains in the service-producing sector
as a whole. Twenty-nine states had over-the-month increases in
transportation and public utilities. Employment growth continued in
wholesale and retail trade where 36 states reported over-the-month
employment gains. Thirty-seven states reported over-the-month increases in
services.
Over the year, 44 states experienced employment growth. Most states in
the Mountain division had strong over-the-year increases in nonfarm
employment, while New England and the Middle Atlantic states had the

slowest growth.

Nearly every state had over-the-year gains in wholesale and retail trade
and in services. More than one-half of the states had over-the-year
increases in manufacturing and construction employment.
Texas continued to lead the nation in over-the-year job gains with
283,000, followed by Florida (193,000), California (132,000), and Georgia
(123,000). The District of Columbia had the largest job losses over the
year (-18,000), followed by Hawaii (-8,000), Pennsylvania (-7,000), and
Mississippi (-5,000).
NOTE: Monthly payroll employment data are provided on a seasonally
adjusted basis for all states and the District of Columbia, permitting both
current and over-the-year comparisons of the data. The state data are
intended for individual state analyses only. Because the state data are
not designed for national aggregation, a summation could present a
misleading picture of national trends. (See Technical Note.)
Metropolitan Area Unemployment (Not Seasonally Adjusted)
Of the 271 areas for which October data are available, 126 had
unemployment rates below 4.5 percent, while 19 had rates higher than 7.5
percent. The lowest rates were in Grand Forks, N.D.-Minn. (1.4 percent)
and in Fargo-Moorhead, N.D.-Minn., Sioux Falls, S.D., and Madison, Wis.
(all 1.5 percent). McAllen-Edinburg-Mission, Tex., had the highest
unemployment rate at 17.6 percent, followed by Laredo, Tex. (13.9 percent),
and Bakersfield, Calif. (13.7 percent). Kokomo, Ind., experienced the
largest over-the-year drop in its jobless rate (3.2 percentage points),
followed by Eau Claire, Wis. (2.8 points), and Steubenville-Weirton, OhioW. Va. (2.7 points). Rates in 49 other areas declined by 1.0 percentage
point or more. Laredo, Tex., had the largest over-the-year increase, as
its rate climbed 5.9 points, followed by El Paso, Tex. (up 2.7 points).
Six other areas posted rate increases of 1.0 percentage point or more.

November 1995 is scheduled to be issued on Thursday, January 4, 1996.

Effective with the data for January 1996, scheduled for
|
|release in early March, BLS plans to discontinue producing and |
|publishing state and area estimates derived directly from the |
|Current Population Survey (CPS). Because of anticipated budget|

|reductions, we expect that the CPS sample will no longer be of |
|sufficient size to directly provide data for the 11 large
|
|states (contained in tables 1, 2, and 5), as well as the Los
|
|Angeles-Long Beach metropolitan area and New York City
|
|(contained in table 5). Instead, estimates for these areas
|
|will be based on the method currently used for the smaller
|
|states and the District of Columbia.
