STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: MARCH 1995
Unemployment rates were lower in March 1995 than a month earlier in 30
states, higher in 16 states and the District of Columbia, and unchanged in
4 states, the Bureau of Labor Statistics of the U.S. Department of Labor
reported today. The national unemployment rate was 5.5 percent in March,
little changed from February. Nonfarm payroll employment rose in 42 states
and the District of Columbia over the month.
State Unemployment (Seasonally Adjusted)
West Virginia had the largest decline in its unemployment rate from
February to March--dropping 1.1 percentage points to 7.1 percent.
Illinois, Massachusetts, and Utah had over-the-month improvements of at
least 0.8 percentage point, and three other states experienced declines of
0.6 or 0.7 percentage point. Texas had the largest unemployment rate rise,
from 5.1 to 5.7 percent, returning to about its January level. New York
was the only other state to show an increase as large as half a percentage
point.
Compared with a year earlier, every state and the District of Columbia
had lower unemployment rates in March. Florida experienced the largest
drop (2.7 percentage points), followed by West Virginia (2.4 points) and
Maine (2.3 points). Jobless rates in three other states also decreased by
more than 2.0 percentage points. Fourteen states experienced declines
ranging from 1.0 to 1.9 points. The U.S. rate dropped by 1.0 percentage
point over the year.
Nebraska continued to have the lowest unemployment rate among the
states, 2.0 percent, followed by South Dakota at 2.9 percent. Eighteen
other states registered unemployment rates of less than 4.5 percent. At
8.0 percent, the District of Columbia had the highest unemployment rate,
followed by California (7.6 percent), Louisiana (7.3 percent), Alaska (7.2
percent), and West Virginia (7.1 percent). (See table 1 and chart 1.)
Nonfarm Payroll Employment (Seasonally Adjusted)
Forty-two states and the District of Columbia reported gains in total
nonfarm employment in March. Vermont had the largest over-the-month
increase (0.8 percent), followed by Nevada, Oregon, Utah, and West Virginia
(all 0.7 percent). Alaska (-0.6 percent) and Mississippi (-0.5 percent)
had the largest job losses.
Over-the-month employment growth was mixed in the goods-producing
sector. Construction exhibited strength, with employment increasing in 37
states. Only 25 states recorded job gains in manufacturing, although
growth has generally been strong in that industry since last fall. Within

the service-producing sector, the services industry continued its usual
pattern of strong and widespread job growth, with 45 states reporting over-
the-month increases. States generally showed moderate growth in
transportation and public utilities; trade; finance, insurance, and real
estate; and government. (See table 3.)
Total nonfarm employment gains were strongest over the month in the
Mountain, South Atlantic, and East North Central divisions of the country.
Only the Middle Atlantic division showed a small decline.
Over the past year, the pace of job gains ranged from a robust 6.8
percent in Nevada to a mere 0.1 percent in Rhode Island. Texas (270,000)
and Florida (230,000) added the most jobs, numerically. Only the District
of Columbia (-1.6 percent) and Hawaii (-0.3 percent) reported losses over
the year. (See chart 2.)
NOTE: Monthly payroll employment data are provided on a seasonally
adjusted basis for all states and the District of Columbia, permitting both
current and over-the-year comparisons of the data. The state data are
intended for individual state analyses only. Because the state data are
not designed for national aggregation, a summation could present a
misleading picture of national trends. (See Technical Note.)
Metropolitan Area Unemployment (Not Seasonally Adjusted)
Of the 271 areas for which March data are available, 104 had
unemployment rates below 4.5 percent, while 23 had rates higher than 7.7
percent. McAllen-Edinburg-Mission, Tex., had the highest unemployment rate
at 17.1 percent. The lowest rates were in Lincoln, Neb. (2.2 percent),
Iowa City, Iowa (2.3 percent), and Madison, Wisc., and Omaha, Neb. (both
2.4 percent). Six areas experienced over-the-year declines of greater than
3.0 percentage points in their rates, with Lakeland-Winter Haven, Fla.,
showing the largest drop, 3.7 points. Laredo, Tex., had the largest over-
the-year increase, 1.7 percentage points. Five other areas showed
unemployment rate increases, but none greater than 0.5 point. (See table
5.)
