UNEMPLOYMENT IN STATES: JANUARY 1994
January unemployment rates, seasonally adjusted, ranged from a high of
11.0 percent in West Virginia to a low of 2.3 percent in South Dakota, the
Bureau of Labor Statistics of the U.S. Department of Labor reported today.
Double-digit unemployment rates also were recorded in the District of
Columbia (10.9 percent), Rhode Island (10.5 percent), and California (10.1
percent). In addition to South Dakota, Nebraska (2.5 percent) and Utah
(3.2 percent) reported very low unemployment rates. The national
unemployment rate in January was 6.7 percent.
January 1994 data cannot be directly compared with prior estimates
because of the introduction of a number of significant methodological
changes. (See the box note.) The impact of the introduction of the
redesigned Current Population Survey, affecting all data series coming from
or incorporating the survey data, cannot be quantified on a state basis.
The incorporation of 1990 census-based population controls, adjusted for
the estimated population undercount, may affect 1993-94 comparisons of
unemployment rates by as much as 0.2 percentage point in a few states.
Changes in State Estimates
Beginning with this release, estimates for state labor force data
incorporate the following changes: 1) The results of a major redesign of
the Current Population Survey (CPS); 2) the implementation of improved
regression models; and 3) the introduction of 1990 census-based population
controls, adjusted for the estimated undercount.
The CPS redesign affects both the 11 large states, for which estimates
come directly from the CPS, and the remaining 39 states and the District of
Columbia, for which estimates are made using regression techniques in which
the CPS data are inputs. Based on an intensive period of research and
testing, new regression models have been implemented for the 39 nondirectuse states and the District of Columbia. Monthly historical series from
1978 through 1993 have been replaced with reestimated series based on the
new models. All state series also have been reseasonally adjusted based on
recomputed seasonal adjustment factors. The introduction of 1990 censusbased population figures, adjusted for the estimated population undercount,

affects data for all states from 1990 forward. (More information on these

States" and the "State Employment and Metropolitan Area Unemployment" news
releases will be combined, and the title will be changed back to "State and
Metropolitan Area Employment and Unemployment."

Puerto Rico are derived from a monthly household survey
similar to the Current Population Survey. Data have been

revised to incorporate 1990 census-based population controls
(covering the 1990-93 period) and improved regression models.
In addition, the data beginning with January 1994 are not
directly comparable with those for 1993 and prior years as a
result of the redesign of the Current Population Survey
questionnaire and collection methodology.
