   STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT:  AUGUST 1995
 
 
     Unemployment rates were lower in August 1995 than a month earlier in
24 states and the District of Columbia, higher in 17 states, and unchanged
in 9 states, the Bureau of Labor Statistics of the U.S. Department of Labor
reported today.  The national unemployment rate was 5.6 percent in August,
essentially unchanged from 5.7 percent in July.  Nonfarm payroll employment
increased in 38 states over the month.
 
State Unemployment (Seasonally Adjusted)
 
     Minnesota had the largest jobless rate decrease between July and
August--0.9 percentage point.  Florida and Louisiana, both down 0.6 point,
were the only other states to show unemployment rate declines of more than
half a percentage point.  Illinois and New York experienced the largest
over-the-month increases in their jobless rates--both up 0.9 percentage
point.  For Illinois, this was the second large increase in a row,
following a 1.4 point decline in June.  Three other states--Mississippi,
North Carolina, and Texas--also had increases of more than 0.5 percentage
point.
 
     Over the year, 36 states experienced unemployment rate declines.
Twelve states had drops of a percentage point or more, led by Louisiana and
Wisconsin (both down 1.6 points).  Rates in an additional eight states
decreased by more than 0.5 point.  Montana registered the largest rate
increase over the year, 0.9 percentage point; it was the only state with a
rate increase of more than 0.5 point.
 
     Nebraska once again had the lowest unemployment rate in the nation, at
2.4 percent in August, followed by Minnesota, North Dakota, and South
Dakota (all 2.8 percent).  Ten other states had rates of less than 4.5
percent.  At 8.8 percent, the District of Columbia had the highest rate,
followed by West Virginia (8.2 percent) and California (7.8 percent).
Overall, 33 states had jobless rates below the U.S. average, while 16
states and the District of Columbia had higher rates.  (See table 1 and
chart 1.)
 
Nonfarm Payroll Employment (Seasonally Adjusted)
 
     Nonfarm payroll employment showed moderately broad gains in August,
with 38 states recording increases over the month.  West Virginia and
Wyoming reported the largest percentage increases (both 1.2 percent),
followed by Rhode Island (1.0 percent) and Oklahoma and New Mexico (both
0.7 percent).  Hawaii once again had the largest percentage decline (-0.3
percent).

     Employment improved in both the goods-producing sector and the
service-producing sector in two-thirds of the states.  More than four-
fifths of the states showed gains in services, and employment rose in about
two-thirds of the states in construction and in trade and in about half of
the states in manufacturing; transportation and public utilities; finance,
insurance, and real estate; and government.
 
     Over the year, 46 states experienced increases in employment, with the
largest percentage gains occurring in the Mountain division.  Employment
increases ranged from 6.2 percent in Utah to 0.2 percent in Pennsylvania.
Texas added the most jobs over the year, nearly 250,000.  The District of
Columbia (-2.4 percent) had the largest over-the-year decline, reflecting
reductions in government employment, followed by Hawaii (-1.2 percent).

     NOTE:  Monthly payroll employment data are provided on a seasonally
adjusted basis for all states and the District of Columbia, permitting both
current and over-the-year comparisons of the data.  The state data are
intended for individual state analyses only.  Because the state data are
not designed for national aggregation, a summation could present a
misleading picture of national trends.  (See Technical Note.)
 
Metropolitan Area Unemployment (Not Seasonally Adjusted)
 
     Of the 271 areas for which August data are available, 104 had
unemployment rates below 4.5 percent, while 25 had rates higher than 7.5
percent.  The lowest rates were in Madison, Wis. (1.4 percent), and Fargo-
Moorhead, N.D., (1.8 percent).  McAllen-Edinburg-Mission, Tex., had the
highest unemployment rate (18.4 percent), followed by Laredo, Tex. (15.1
percent).  Youngstown-Warren, Ohio, experienced the largest over-the-year
drop in its jobless rate (2.4 percentage points), followed by Lake Charles,
La., and Racine, Wis. (both 2.3 points).  Rates in 53 other areas declined
by 1.0 percentage point or more.  Laredo, Tex., had the largest over-the-
year increase, as its rate climbed 7.1 points.  Seven other areas had rate
increases of 1.0 percentage point or more, but none changed by more than
1.3 points.  (See table 5.)
