STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT:
APRIL 1996
Unemployment rates were little changed in most states in April, as 44
states recorded changes of 0.3 percentage point or less, the Bureau of
Labor Statistics of the U.S. Department of Labor reported today. The
national unemployment rate was 5.4 percent in April, down from 5.6 percent
in March. Nonfarm payroll employment increased in 21 states over the
month.
State Unemployment (Seasonally Adjusted)
Only two states experienced unemployment rate increases of 0.5 percentage
point or more. South Carolina's rate climbed 0.6 point to 5.5 percent, and
Montana's rate rose 0.5 point to 5.7 percent. Also, only two states showed
jobless rate decreases of 0.5 percentage point or more between March and
April. The rate in Alaska dropped 0.7 percentage point to 7.2 percent,
while Ohio's rate dipped 0.6 point to 4.5 percent.
Over the year, 28 states and the District of Columbia recorded unemployment
rate declines, while 12 states showed increases. Rhode Island had the
largest drop in its unemployment rate by far, as its rate fell 1.7
percentage points to 5.1 percent. Louisiana (at 6.3 percent) and Michigan
(at 4.6 percent) had the next largest declines, 0.9 percentage point each.
Rates in 11 additional states and the District of Columbia decreased by 0.5
percentage point or more. Oregon registered the largest rise over the year
(0.7 percentage point), followed by South Carolina and New Mexico (both 0.6
point) and Delaware (0.5 point).
In April, Nebraska recorded the lowest unemployment rate, 2.9 percent.
Utah had the second lowest rate, 3.1 percent, followed by North Dakota and
South Dakota, both at 3.2 percent. Six other states registered rates of
less than 4.0 percent. At 8.4 percent, the District of Columbia again had
the highest jobless rate, followed by West Virginia (7.7 percent),
California (7.5 percent), and Alaska (7.2 percent). For the seventh
straight month, only these four areas had rates as high as 7.0 percent.
Overall, 34 states posted unemployment rates below that of the U.S., while
15 states and the District of Columbia had higher rates.
Nonfarm Payroll Employment (Seasonally Adjusted)
Nonfarm payroll employment rose in 21 states in April. Delaware reported
the largest percentage increase (1.5 percent), followed by Idaho (1.0
percent), Utah (0.7 percent), and Nevada (0.6 percent). Delaware's gain

was largely due to the return of workers in transportation equipment
manufacturing who were idle in March. Tennessee reported the largest
percentage decline (-0.9 percent), followed by Alaska (-0.8 percent). A
significant portion of Tennessee's loss was attributable to the layoff of
temporary poll workers who were hired for the March presidential primary
in that state.
Over the year, nonfarm employment increased in 49 states, with only Hawaii
and the District of Columbia experiencing losses. California continued to
lead the country in over-the-year job growth (274,700), followed by Texas
(244,400) and Florida (186,200). Employment growth has been relatively
modest east of the Mississippi River, with only 4 out of 26 states
reporting increases of greater than 2 percent. This is in contrast to the
western part of the country, in which two-thirds of the 24 states reported
employment increases exceeding 2 percent. (See chart 2.)
NOTE: Monthly payroll employment data are provided on a seasonally
adjusted basis for all states and the District of Columbia, permitting both
current and over-the-year comparisons of the data. The state data are
intended for individual state analyses only. Because the state data are
not designed for national aggregation, a summation could present a
misleading picture of national trends. (See Technical Note.)
Metropolitan Area Unemployment (Not Seasonally Adjusted)
Of the 272 areas for which April data are available, 95 had unemployment
rates below 4.0 percent, while 30 had rates of 7.0 percent or higher. The
lowest rates were in Madison, Wis. (1.8 percent), Charlottesville, Va. (1.9
percent), Sioux Falls, S.D. (2.0 percent), and Raleigh-Durham-Chapel Hill,
N.C. (2.1 percent). At 18.4 percent, McAllen-Edinburg-Mission, Tex.,
continued to have the highest unemployment rate, followed by two areas in
California--Modesto (16.1 percent) and Fresno (14.7 percent). Over the
year, Bloomington, Ind., experienced the largest drop in its jobless rate
(2.7 percentage points), followed by San Jose, Calif. (1.8 points), and
Lake Charles, La. (1.7 points). Rates in 29 other areas declined by 1.0
percentage point or more. Dubuque, Iowa, had the largest over-the-year
increase, as its rate climbed 2.6 points, followed by El Paso, Tex., up 2.5
percentage points. Five other areas posted rate increases of 1.0
percentage point or more. (See table 5.)
