for each 4 ounces or fraction thereof.
THIRD CLASS. - Printed matter, in unsealed
wrapper s only (all matter inclosed in notched envelopes must pay letter rates), 1 cent for each 2 ounces or
fraction thereof, which must be fully prepaid. This
includes books, circulars , chromos , engra·dn gs, handbills, lithograp hs, music, pamphle ts, proof-sh eets and
manuscr ipt accompa nying the same, reproduc tions by
the electric pen, llektogra ph, metallog raph, papyrograph, and, in short, any reproduc tion upon paper by
any process except hand writing and the copying- press.
Limit of weight 4 lbs., except for a single book, which
may weigh more.
FOURT H CLASS .-All mailable matter not included in the above, which is so prepared for mailing
as to be easily withdraw n from the wrapper and examined, 1 cent per ounce or fraction thereof. Limit of
weight 4 lbs. Full prepaym ent compuls ory.
REFOR WARDI NG.-Le tters will be forwarde d
from one post-office to another upon the written request
of the person addressed, without additiona l charge; but
unclaim ed packages can not be returned to the sender
until stamps are furnishe d to pay the return postage.
PERMIS SIBLE WRITI NG.-No writing is permitted on third or fourth class matter except as follows:
The name and address of sender on the outside or
insid of package, preceded by the word '~from." On
the wrapper may also be written the names and number of articles inclosed. The sender is further allowed
to mark a word or pas age in a book or paper to wllich
he de ires to call special attention . He may also write
a simple inscripti on or dedicat10n upon the cover or
blank leave of a book or pamphle t. There may be
attached to article of merchau dise, by tag or label, a

mark, number, name, or letter for purpose of identi:fi_
cation. Printed circulars may contain the written
name of the sender, or of the addresse e, and the date.
Any other writing on third or fourth class matter will
subject the package to letter rates of postage, and
render the sender liable to a fine of $10 for each
offense. Printed matter may be inclosed with fourth
class matter, but the whole package is subject to the
rate of 1 cent per ounce or fraction thereof.
REGIST RATIO N-Lette rs or package s can be
registere d by adding stamps to the amount of 8 cents to
the regular rate.
SPECIA L DELIVE RY STAMP S, at 10 cents each,
used in addition to regular rates, insures delivery immediatel y on arrival at office of destinati on. These
stamps can be used for no other purpose.

POSTA L NOTE S.
Upon payment of a fee of 3 cents each, Postal Notes
for any amount under Five Dollars may be purchase d
at any Money Order Office, payable to bearer at any
time within three calendar months from the last day of
the month during which it was issued.

For Orders not exceedin g $5, five cents; over $5 and
not exceedin g $10, eight cents; over $10 and not exceeding $15, ten cents; over $15 and not exceedin g $30
fifteen cents; over $80 and not exceedin g $40, twenty
