VOLCKER RULE TO GIVE THE BOARD OF GOVERNORS OF THE FEDERAL
RESERVE SYSTEM SOLE RULEMAKING AUTHORITY, TO EXCLUDE COMMUNITY BANKS FROM THE REQUIREMENTS OF THE VOLCKER RULE,
AND FOR OTHER PURPOSES, AND PROVIDING FOR CONSIDERATION OF
MOTIONS TO SUSPEND THE RULES

Resolution 811, by a record vote of 9 to 3, report the same to the
House with the recommendation that the resolution be adopted.

SUMMARY OF PROVISIONS OF THE RESOLUTION

The resolution provides for consideration of H.R. 4790, the
Volcker Rule Regulatory Harmonization Act, under a closed rule.
The resolution provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Financial Services. The resolution waives all points of
order against consideration of the bill. The resolution provides that
an amendment in the nature of a substitute consisting of the text
of Rules Committee Print 115–67 shall be considered as adopted
and the bill, as amended, shall be considered as read. The resolution waives all points of order against provisions in the bill, as
amended. The resolution provides one motion to recommit with or
without instructions.
Section 2 of the resolution provides that it shall be in order at
any time on the legislative day of April 12, 2018, for the Speaker
to entertain motions that the House suspend the rules as though
under clause 1 of rule XV, relating to H.J. Res. 2, proposing a balanced budget amendment to the Constitution of the United States.
The resolution provides that debate on such a motion shall be extended to four hours. The resolution provides that the Chair may
postpone further consideration of such a motion to a time designated by the Speaker.
