the u n n e c e s s a r y c o s t in v o lv e d in su rv ey in g a ll e s ta b lis h m e n ts . T o
obtain op tim u m a c c u r a c y at m in im u m c o s t , a g r e a te r p r o p o r t io n o f
la r g e than o f s m a ll e s ta b lis h m e n ts is studied. In com b in in g the data,
h o w e v e r , a ll e s ta b lis h m e n ts a r e given th e ir a p p ro p r ia te w eigh t. E s ­
tim a te s b a s e d on the esta b lis h m e n ts studied a re p r e s e n te d , t h e r e fo r e ,
as r e la tin g to a ll e sta b lis h m e n ts in the in du stry g rou p in g and a r e a ,
e x c e p t f o r th o se b e lo w the m in im u m s iz e studied.

An establishment was considered as having a policy if it m et either o f the following
conditions: (1) Operated late shifts at the time o f the survey, or (2) had formal provisions covering
late shifts. An establishment was considered as having formal provisions if it (1 ) had operated late
shifts during die 12 months prior to the survey, or (2) had provisions in written form for operating
late shifts.
