The Governor of the Board presided and :r. H. P. Mills acted as secretary to the meeting.. The minutes of the preceding meeti.g were read and approved as amended. The Secretary laid before the Board a communication from the Counsel stating that pleadings in the alT2eals from the decision of tne Organization Committee in establishing Federal Reserve Districts had reached a point where oral argun:ents might be called for at the pleasure of the Board.
