Telegram dated October 1st, from the Federal Reserve Bank of Chicago, requesting permission to establish a special rate of 4% for paper 16 to 90 days maturity, secured by Fourth Liberty Loan bonds, where paper rediscounted has been taken by discounting member bank at a rate not exceeding coupon rate of such bonds. Approved. Recommendation for reclassification of electoral groups one, two and three for Class "A" and "B" directors. Voted that Tuesday, November 19th, be designated as the date of opening polls for the election of Class "A" and Class "B" directors to succeed directors of those classes whose terms expire December 31, 1918.
