METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: MARCH 2005
Unemployment rates were lower in March than a year earlier in 276 of the
367 metropolitan areas, higher in 78 areas, and unchanged in 13 areas, the
Bureau of Labor Statistics of the U.S. Department of Labor reported today.
Three areas registered jobless rates below 3.0 percent, while 9 areas--8 of
which were located in California--recorded unemployment rates of at least
10.0 percent. The March unemployment rate for the nation was 5.4 percent,
not seasonally adjusted. Nonfarm payroll employment increased in 313 metro-
politan areas over the year.

| Corrections to Metropolitan Area Local Area Unemployment Statistics |

| With the release of data for January 2005, the Bureau of Labor |
| Statistics introduced several changes to the Local Area Unemploy- |
| ment Statistics (LAUS) program's methodology for substate areas. |
| Subsequently, BLS has discovered an error affecting one of the em- |
| ployment inputs to the substate estimation process. This error af- |
| fects previously published estimated levels of the size of the labor |
| force for all metropolitan areas for January and February 2005, as |
| well as the March labor force figures issued in this release in ta- |
| bles 1 and 2. Levels of unemployment are not affected, and there |
| is little or no effect on unemployment rates. Over-the-year changes |
| in labor force levels and unemployment rates also would be little |
| affected. (Nonfarm payroll employment estimates, such as those con- |
| tained in tables 3 and 4 of this release, are not impacted by the |
| error, nor are the LAUS data for census regions, divisions, states, |
| and substate modeled areas published in the monthly BLS Regional |
| and State release.) |

| BLS is in the process of correcting the erroneous input, as well |
| as reviewing other employment inputs to the substate estimation pro- |
| cess. BLS intends to issue corrected January-March 2005 data coin- |
| cident with the publication of the next Metropolitan Area Employment |
| and Unemployment release, scheduled for June 1. The size of the |
| error on the labor force will vary by metropolitan area, but is not |
| expected to exceed 3 percent in any case. |

| BLS also had announced plans to issue revised metropolitan area |
| historical data from 2000 through 2004 to incorporate the method- |
| ological changes. The first release of revised historical data, |
| for 2004, was scheduled for April 28, but, due to the error de- |
| scribed above, will be postponed until June 1. Data for 2000 |
| also will be made available on that date. Revised data for the |
| years 2001 through 2003 will be issued at later dates. | |

Metropolitan Area Unemployment (Not Seasonally Adjusted)
In March, 39 metropolitan areas registered unemployment rates below
4.0 percent, up from 27 a year earlier, while 53 areas reported unemploy-
ment rates of at least 7.0 percent, down from 74 areas in March 2004.
Honolulu, Hawaii, and Harrisonburg, Va., again recorded the lowest unem-
ployment rates, 2.6 and 2.8 percent, respectively. The next lowest rates
were in Charlottesville, Va., 2.9 percent, and Winchester, Va.-W.Va.,
3.0 percent. This is the third consecutive month that these four areas
have had the lowest unemployment rates. The highest unemployment rates in
March were reported in six California areas with large agricultural sectors:
El Centro, 13.5 percent; Merced, 11.9 percent; Visalia-Porterville, 11.8 per-
cent; Hanford-Corcoran, 11.1 percent; Fresno, 10.7 percent; and Yuba City,
10.6 percent. This is the sixth month in a row that these six areas have
been among the ten areas with the highest jobless rates. The next highest
unemployment rate, 10.5 percent, was in Yuma, Ariz., which also has substan-
tial agricultural activity. Overall, 199 areas posted unemployment rates
below the U.S. rate, 161 areas had higher rates, and 7 areas had the same
rate. (See table 1.)
Monroe, La., registered the largest over-the-year jobless rate de-
crease in March (-3.3 percentage points), followed by Hanford-Corcoran,
Calif. (-2.9 points), Visalia-Porterville, Calif. (-2.8 points), Madera,
Calif. (-2.7 points), Longview, Wash. (-2.6 points), and Fresno, Calif.
(-2.5 points). March is the third consecutive month that Monroe, La.,
registered the largest over-the-year unemployment rate decline. Nine
other areas had over-the-year jobless rate decreases of at least 2.0 per-
centage points, and 66 additional areas had declines of 1.0 point or more.
Overall, 163 of the 367 areas had unemployment rate decreases that equaled
or exceeded the 0.6 percentage point over-the-year drop in the national
unemployment rate. Gulfport-Biloxi, Miss.; Jackson, Miss.; and Sumter,
S.C.; experienced the largest unemployment rate increases (+1.6 percentage
points each) from March 2004. Seven other areas had over-the-year jobless
rate increases of 1.0 percentage point or more.
Of the 49 metropolitan areas with a Census 2000 population of 1 million
or more, the lowest March unemployment rates were recorded in Richmond,
Va., and Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va., 3.6 percent
each. The next lowest rates were posted in Las Vegas-Paradise, Nev., and
Virginia Beach-Norfolk-Newport News, Va.-N.C., 3.9 percent each. The high-
est unemployment rates among the large areas were registered in Detroit-
Warren-Livonia, Mich., 7.9 percent, and Memphis, Tenn.-Miss.-Ark., 6.6 per-
cent. Five other large areas had unemployment rates of at least 6.0 percent.
Detroit-Warren-Livonia, Mich., has had the highest rate of all the large
areas since July of last year. Thirty-eight large areas recorded lower job-
less rates than in March 2004, nine registered higher rates, and two had
rates that were unchanged. Portland-Vancouver-Beaverton, Ore.-Wash., and
San Jose-Sunnyvale-Santa Clara, Calif., again recorded the largest over-the-
year jobless rate decreases (-1.9 percentage points each), followed by New
York-Northern New Jersey-Long Island, N.Y.-N.J.-Pa. (-1.7 points). Seven
additional large areas reported declines of at least 1.0 percentage point,
and 19 others had decreases of 0.5 point or more from a year ago. In con-
trast, only three large areas had unemployment rate increases of one-half
percentage point or more from a year ago: Detroit-Warren-Livonia, Mich.,
and Memphis, Tenn.-Miss.-Ark. (+0.6 percentage point each), and Atlanta-
Sandy Springs-Marietta, Ga. (+0.5 point).

Eleven of the most populous metropolitan areas are composed of 34
metropolitan divisions, which are essentially separately identifiable
employment centers within a metropolitan area. In March, the two divi-
sions in the Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va., metro-
politan area posted the lowest unemployment rates among the divisions--
Bethesda-Frederick-Gaithersburg, Md., 3.3 percent, and Washington-Arlington-
Alexandria, D.C.-Va.-Md.-W.Va., 3.6 percent. Santa Ana-Anaheim-Irvine,
Calif., reported the next lowest jobless rate, 3.8 percent. The highest
unemployment rates among the divisions were in Detroit-Livonia-Dearborn,
Mich., 9.2 percent, and Lawrence-Methuen-Salem, Mass.-N.H., 8.5 percent.

Thirty of the 34 metropolitan divisions recorded over-the-year unem-
ployment rate declines in March. The largest decreases occurred in New
York-Wayne-White Plains, N.Y.-N.J. (-2.2 percentage points), and Tacoma,
Wash. (-2.0 points). The two divisions making up the Detroit-Warren-
Livonia, Mich., metropolitan area--Detroit-Livonia-Dearborn and Warren-
Farmington Hills-Troy--were the only divisions to record rate increases
of at least 0.5 percentage point from last March (+0.8 and +0.6 percent-
age point, respectively).
In 6 of the 11 metropolitan areas that contain divisions, the ranges
between the highest and lowest division jobless rates were 1.0 percentage
point or more. The metropolitan areas that had the largest rate differ-
ences between their divisions were Boston-Cambridge-Quincy, Mass.-N.H.
(Lawrence-Methuen-Salem, Mass.-N.H., 8.5 percent, compared with Framingham,
Mass., 4.3 percent); Detroit-Warren-Livonia, Mich. (Detroit-Livonia-Dearborn,
9.2 percent, compared with Warren-Farmington Hills-Troy, 7.0 percent); and
Los Angeles-Long Beach-Santa Ana, Calif. (Los Angeles-Long Beach-Glendale,
5.6 percent, compared with Santa Ana-Anaheim-Irvine, 3.8 percent).
Metropolitan Area Nonfarm Employment (Not Seasonally Adjusted)
In March, 313 metropolitan areas reported over-the-year increases in
nonfarm payroll employment, 48 recorded decreases, and 6 had no change.
The largest over-the-year employment increases were posted in Washington-
Arlington-Alexandria, D.C.-Va.-Md.-W.Va. (+70,900), Phoenix-Mesa-
Scottsdale, Ariz. (+65,800), Miami-Fort Lauderdale-Miami Beach, Fla.
(+62,900), New York-Northern New Jersey-Long Island, N.Y.-N.J.-Pa.
(+61,500), Las Vegas-Paradise, Nev. (+60,800), and Dallas-Fort Worth-
Arlington, Texas (+46,600). The largest over-the-year percentage in-
creases in employment were reported in St. George, Utah (+10.9 percent),
Ocean City, N.J. (+9.2 percent), Yuma, Ariz. (+8.5 percent), Las Vegas-
Paradise, Nev. (+7.7 percent), Blacksburg-Christiansburg-Radford, Va.
(+7.0 percent), and Myrtle Beach-Conway-North Myrtle Beach, S.C.
(+6.9 percent). (See table 3.)

The largest over-the-year employment declines were reported in Detroit-
Warren-Livonia, Mich. (-22,500), San Jose-Sunnyvale-Santa Clara, Calif.
(-5,800), Houma-Bayou Cane-Thibodaux, La. (-4,500), and Rochester, N.Y.
(-4,200). The largest over-the-year percentage declines in employment
were reported in Houma-Bayou Cane-Thibodaux, La. (-5.4 percent), Spring-
field, Ohio (-2.3 percent), Monroe, Mich. (-2.1 percent), and Muncie, Ind.,
and Parkersburg-Marietta, W.Va.-Ohio (-2.0 percent each).
Over the year, nonfarm employment increased in 33 of the 35 metropolitan
areas with annual average employment levels above 750,000 in 2004. The
largest over-the-year percentage increases in employment in these large
metropolitan areas were posted in Las Vegas-Paradise, Nev. (+7.7 percent),
Orlando, Fla. (+4.8 percent), Phoenix-Mesa-Scottsdale, Ariz. (+4.0 percent),
Charlotte-Gastonia-Concord, N.C.-S.C. (+3.2 percent), and Portland-Vancouver-
Beaverton, Ore.-Wash. (+2.8 percent). Among the largest areas, the only
over-the-year percentage decreases in employment were for Detroit-Warren-
Livonia, Mich. (-1.1 percent), and San Jose-Sunnyvale-Santa Clara, Calif.
(-0.7 percent).
Metropolitan Division Nonfarm Employment (Not Seasonally Adjusted)
Nonfarm payroll employment data were available in March 2005 for 32
metropolitan divisions, which are essentially separately identifiable
employment centers within a metropolitan area. Twenty-eight of the 32
metropolitan divisions recorded over-the-year employment increases. The
largest increases over the year in the metropolitan divisions were in
Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. (+61,500), New York-
Wayne-White Plains, N.Y.-N.J. (+38,900), and Dallas-Plano-Irving, Texas
(+34,700). The largest employment decreases over the year were in Warren-
Farmington Hills-Troy, Mich. (-13,300), and Detroit-Livonia-Dearborn, Mich.
(-9,200). (See table 4.)
The largest over-the-year percentage increases in employment among the
metropolitan divisions were reported in West Palm Beach-Boca Raton-Boynton
Beach, Fla. (+3.4 percent), Camden, N.J. (+3.0 percent), Fort Lauderdale-
Pompano Beach-Deerfield Beach, Fla. (+2.9 percent), and Washington-Arlington-
Alexandria, D.C.-Va.-Md.-W.Va. (+2.7 percent). The largest over-the-year
percentage decreases in employment among the divisions were reported in
Detroit-Livonia-Dearborn, Mich., and Warren-Farmington Hills-Troy, Mich.
(-1.1 percent each), and Newark-Union, N.J.-Pa. (-0.6 percent).

| The labor force and unemployment data for the metropolitan |
| areas and divisions for February and March 2004 presented in |
| tables 1 and 2 of this news release have been revised based |
| on updated inputs from Census 2000 and improvements to the sub- |
| state estimation methodology. The data for these two months |
| are comparable with the data shown for the corresponding months |
| for 2005. The monthly unemployment data for metropolitan areas |
| and divisions for 2004 on the BLS Web site, however, have not |
| yet been revised to reflect these changes, and thus differ |
| from those in this release. |

Technical Note
This release presents labor force and unemployment data from
the Local Area Unemployment Statistics (LAUS) program (tables 1 and 2)
for 375 metropolitan statistical areas and metropolitan New England
City and Town Areas (NECTAs), including those in Puerto Rico. Estimates
for over 30 metropolitan and NECTA divisions also are presented. Non-
farm payroll employment estimates from the Current Employment Statis-
tics (CES) program (tables 3 and 4) are provided for the same areas.
State estimates were previously published in the news release, Regional
and State Employment and Unemployment, and are republished in this
release for ease of reference. The LAUS and CES programs are both
federal-state cooperative endeavors.
Labor force and unemployment--from the LAUS program
Definitions. The labor force and unemployment data are based
on the same concepts and definitions as those used for the
official national estimates obtained from the Current Population
Survey (CPS), a sample survey of households that is conducted for
the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau.
The labor force includes both the employed and the unemployed.
Employed persons are those who did any work at all for pay or
profit in the survey reference week (the week including the 12th
of the month) or worked 15 hours or more without pay in a family
business or farm, plus those not working who have a job from which
they were temporarily absent, whether or not paid, for such
reasons as labor-management dispute, illness, or vacation.
Unemployed persons are those who did not work at all (in the
reference week), have actively looked for a job (sometime in the
4-week period ending with the survey reference week), and are
currently available for work; persons on layoff expecting recall
need not be looking for work to be counted as unemployed.
Method of estimation. Effective January 2005, estimates for
all census divisions, states, the District of Columbia, the Los
Angeles-Long beach-Glendale metropolitan division, and New York
City were produced using updated time-series models with real-
time benchmarking. Model-based estimation was extended to the
following areas and the respective balances-of-state: Chicago-
Naperville-Joliet, IL Metropolitan Division; Cleveland-Elyria-
Mentor, OH Metropolitan Statistical Area; Detroit-Warren-Livonia,
MI Metropolitan Statistical Area; Miami-Miami Beach-Kendall, FL
Metropolitan Division; New Orleans-Metairie-Kenner, LA Metropoli-
tan Statistical Area; and Seattle-Bellevue-Everett, WA Metropoli-
tan Division. This will improve the statistical basis of the esti-
mation for these areas and provide important tools for analysis,
such as measures of error and seasonally adjusted series. For all
other substate areas, estimates are prepared through indirect
estimation procedures. Employment estimates, which are based
largely on "place of work" estimates from the CES program,
are adjusted to refer to place of residence as used in the CPS.
Unemployment estimates are aggregates of persons previously
employed in industries covered by state unemployment (UI) laws
and entrants to the labor force data from the CPS. The substate
estimates of employment and unemployment, which geographically
exhaust the entire state, are adjusted proportionally to ensure
that they add to the independently estimated state or balance-of-
state totals. A detailed description of the estimation procedures
is available from BLS upon request.
Annual revisions. Labor force and unemployment data shown
for the prior year reflect adjustments made at the end of each
year, usually implemented with January estimates. The adjusted
estimates reflect updated population data from the U.S. Census
Bureau, any revisions in the other data sources, and model reesti-
mation at the state and selected area level. All substate area
estimates are adjusted to add to the revised model-based estimates.

Employment--from the CES program
Definitions. Employment data refer to persons on establish-
ment payrolls who receive pay for any part of the pay period which
includes the 12th of the month. Persons are counted at their place
of work rather than at their place of residence; those appearing on
more than one payroll are counted on each payroll. Industries are
classified on the basis of their principal activity in accordance
with the 2002 version of the North American Industry Classification
System.
Method of estimation. The employment data are estimated
using a "link relative" technique in which a ratio (link relative)
of current-month employment to that of the previous month is
computed from a sample of establishments reporting for both
months. The estimates of employment for the current month are
obtained by multiplying the estimates for the previous month by
these ratios. Small-domain models are used as the official
estimators for the approximately 10 percent of CES published
series which have sample-based estimates.
Annual revisions. Employment estimates are adjusted annual-
ly to a complete count of jobs, called benchmarks, derived princi-
pally from tax reports which are submitted by employers who are
covered under state unemployment insurance (UI) laws. The
benchmark information is used to adjust the monthly estimates
between the new benchmark and the preceding one and also to
establish the level of employment for the new benchmark month.
Thus, the benchmarking process establishes the level of employ-
ment, and the sample is used to measure the month-to-month
changes in the level for the subsequent months.
Reliability of the estimates
The estimates presented in this release are based on sample
survey and administrative data and thus are subject to sampling
and other types of errors. Sampling error is a measure of sam-
pling variability--that is, variation that occurs by chance be-
cause a sample rather than the entire population is surveyed.
Survey data are also subject to nonsampling errors, such as those
which can be introduced into the data collection and processing
operations. Estimates not directly derived from sample surveys
are subject to additional errors resulting from the special
estimation processes used. The sums of individual items may not
always equal the totals shown in the same tables because of
rounding. With respect to the LAUS program, unemployment rates
are computed from unrounded data rather than from data that may
be displayed in the tables; differences, however, are generally
insignificant.

measures, including for over-the month change, are available for
states on the BLS Web site at http://www/bls.gov/lau/lastderr.htm.
Measures of nonsampling error are not available, but additional in-
formation on the subject is provided in the BLS monthly periodical,
Employment and Earnings.
Employment estimates. Measures of sampling error for state
CES data at the supersector level and for metropolitan area CES
data at the total nonfarm level are available on the BLS Web site

the standards and definitions established by the U.S. Office of
Management and Budget on February 18, 2004. A detailed list of
