CONDITION OF FEDERAL RESERVE BANKS *
Liquidation of over 100 mil lions of war paper, acconipanied by substantial re­
ductions in net deposits and Federal Reserve note circulation is indicated by the
Federal Reserve Board1 s weekly bank statement, issued as at close of business on

July IS, 19 19 ,
As against a decline of 105*2 m illions in the holdings of war paper and of 3
millions in other discounts the banks report an increase of 12*3 m illions in ac­
ceptances and of 3 *9 m illions in Treasury ce rtific ate s *
assets show a decrease from 2 , 529*9 to 2 ,H 37 «8 m illio n s.

As a result, total earning
Discounts on hand at the

Chicago, St* Louis and Minneapolis banks are inclusive of 9^*8 millions of b ills
held under rediscount for other Federal Reserve banks, as against S6<9 millions re­
ported the week be fo re , while acceptances held by the New York and San Francisco
banks include

(as against 23*7 m illions) of acceptances purchased

from other Federal Reserve banks*
Government deposits declined lU*l m illions, members1 reserve deposits - 13-5

Substantial gains in demand deposits, accompanied Ty further declines in Govern­
ment deposits are indicated in the Federal Reserve Board’ s weekly statement of con­
dition on July 1 1 of 770 member banks in leading c it ie s .

Cash in vault and reserve

balances w ith the Federal Reserve banks likewise show considerable additions for
the week.

The decline in the number of reporting banks is due altogether to con­

solidations of member banks in Kansas City and D a lla s.
Further liq uid atio n of treasury c e r tific a te s ,

Liberty bonds and Victory notes

is shown,

the total holdings of U nited States securities being 3 & *5 m illions less

than the week bufore.

Loans secured ty United States war obligations,

on the other

hand, went up l U .6 m illions, member banks in ITew York City reporting an even larger
increase.

A gain of 2b*5 m illions is shown in other loans and investments*

Aggregate holdings of United States war securities and war paper declined
from 3 3 5 6 '5 to 3 3 32 .2 m illions and constitute 23 per cent of the total loans and
investments of a ll reporting banks, as against 23-1 per cent the week before#

For

the Kew York City banks a slight increase in this ratio from 26.6 to 2b .8 per cent
is noted*
An increase of 13^ m illions in net demand deposits,

CONDITION OF MEMBER BANKS«
Curtailment by 48 millions of Treasury certificate holdings and
moderate increases in the holdings of Liberty bonds and Victory notes
are indicated by the Federal Reserve Board* s weekly statement showing
condition on July 18 of ]'6J member banks in leading cities. The a.e~
cline in the number of reporting member banks is due to bank consol­
idations in Greater New York and New Orleans,
Victory notes on hand show an increase for the week of 2J ,2 millions,
notwithstanding the redaction under this head of 10.4 millions reported
for the New York City 'banks. United State?., bonds, other than circulation
bonds, increased 19
millions, while to t'a'^. security holdings fell off
about 2 millions. Loans secured, by United States war obligations
(war paper) declined )'.2 millions, a larger reduction obtaining for the
banks in the Federal Reserve 'Bank cities. Other loans, and investments
decreased 54*4 millions in lle»7 York City, but continued thoir upward
course in a number of other cities, with the result that the decline
for all reporting banks is only slightly above 10 millions.
Aggregate holdings of U^tj&d^tjates war securities and war paper
declined from 3,332*4 to 3 ,323'-SA and constituted 22.9 Per cent of the
total loans and investments of all reporting banks, as against 23 per
cent the week before. For the New York City banks a. decline in this
ratio from 26 .8 to 26.6 per cent may be noted*
Government deposits fell off 103*5 millions, the New York City banks
reporting especially large withdrawals-of Government funds for the week.
Other demand deposits (net) went up 69-5 millions, the gain at the
New York City banks under this head, being more or-less cor/nensurate with
their loss of Government deposits. Time deposits show a slight increase.
Borrowings from the Federal Reserve banks, as measured by the
amounts of collateral notes and customers' papeJ? held under discount
for the reporting banks, show a reduction of 89*8 millions*
Cash in vault declined about 19 millions, while reserve balances
with the Federal Reserve banks went down from 1,335'1 to 1,309*1
millions, and constituted about 77 per cent of the total reserve deposits
carried on July 11 and 18 by the Federal Reserve banks.
