CLOSING OF TRANSFER BOOKS OF THE VARIOUS LIBERTY LOANS

DEAR SIRS :

T h e transfer books of the Fourth Liberty Loan ( 4 J 4 % bonds of 1933-38) will be closed
at Washington on September 15, 1919 and will remain closed until the opening of business on
October 16, 1919.
According to the regulations of the Treasury Department all transactions involving the
issue or retirement of registered Liberty Bonds must reach the Division of Loans and Currency
at Washington before the close of business on the date upon which the transfer books close,
which is invariably the fifteenth of the month next preceding the date on which interest is due.
The transfer books will remain closed until the first business day following the date upon which
interest is paid.
In order t h a t we may have sufficient time to prepare and transmit requisitions to Washington it is necessary that all applications for transfer of registered bonds, exchange of registered
for coupon bonds or of coupon for registered bonds of all Liberty loans be in our hands t w o d a y s
before the closing d a t e as indicated below:

If Liberty bonds or Victory notes are received by us for exchange or transfer after the
dates shown such transfers or exchanges will not be effected until the reopening of the books, and
interest checks will be drawn in favor of the registrants whose names appear inscribed on the
face of such bonds or notes.
Coupon bonds or notes surrendered to the Federal Reserve Bank of New York for registration after the dates shown above must have the interest coupon maturing on the fifteenth
d a y of the following month d e t a c h e d .
