SUBSCRIPTION BOOKS TO CLOSE DECEMBER 13, 1939
On Offering of 2% Percent Treasury Bonds of 1951-53
On Offering of 1 Percent Treasury Notes of Series C-1944

To all Banking Institutions and Others Concerned
in the Second Federal Reserve District:

In accordance with instructions received today from Secretary of the Treasury
Morgenthau the subscription books will close at the close of business, Wednesday,
December 13, 1939, on the public offerings of
percent bonds of the United States, designated Treasury Bonds of 1951-53,
dated and bearing interest from December 22, 1939, due December 15, 1953,
and
1 percent notes of the United States, designated Treasury Notes of Series C-1944,
dated and bearing interest from December 22,1939, due September 15,1944,
in payment of both of which only Treasury Notes of Series A-1940, maturing
March 15, 1940, may be tendered.
Any subscription addressed to a Federal Reserve bank or branch and placed
in the mail before midnight, Wednesday, December 13, 1939, as evidenced by postoffice cancellation, will be considered a timely subscription.
