The increases were affected by two special factors: Subsidy payments to farmers affected both the March and April changes, and an initial payment to a newly established retirement savings fund for Federal Government employees affected the April change. Excluding these special factors, personal income increased $17.7 billion in April and $12.3 billion in March.
