I, H arry Hughes, Governor of the state of Maryland, by virture of the authority vested in me by the Constitution and laws of Maryland, including but not limited to Article 41, § § 15B and 15B-2, hereby proclaim th a t a state of public crisis and emergency exists within the state of M aryland; and, in order to protect the public safety, health, and welfare and to bring the public crisis and emergency under control, hereby order that, until this proclamation is modified or terminated, the withdrawal of any and all savings accounts and other de posits in any and all savings and loan associations th at are in sured by the Maryland Savings-Share Insurance Corporation and are not presently or hereafter in a court-ordered conser vatorship be limited as follows: A savings account holder or other depositor may withdraw from each savings or other ac count in amounts not to exceed in the aggregate $1,000 per account per each 30 consecutive day period commencing from the date of this proclam ation; provided that any new savings accounts or deposits made after the date of this proclamation in existing accounts shall not be subject to this $1,000 limita tion on withdrawals; and provided further th at the stockhold ers of any association, any controlling person of any stock holder, and any spouse or member of the immediate family of any such stockholder or controlling person may make no with drawals. In order for affected institutions to comply with the terms of the proclamation, we have been advised th a t considerable manual effort will be required to determine which check and ACH items presented to them may be paid and, accordingly, th a t delays in returns may occur. A list of state chartered institutions insured by the Maryland Savings-Share Insurance Corporation is attached. While Old Court Savings and Loan, Inc., and Merritt Commercial Savings and Loan are operating under conservatorships and are not affected by the proclama tion, the orders appointing the conservator in each case place the same restrictions on withdrawals from those institutions. We emphasize that no Maryland institutions other than those ap pearing on the attached list are affected.
