Beginning September 2, 1986, o n - l i n e o r i g i n a t o r s and r e c e i v e r s w i l l be charged 55<£ per item f o r messages between f i n a n c i a l i n s t i t u t i o n s r e l a t i n g to r e q u e s t s f o r payment and payment r e q u e s t s r e f u s e d . In a d d i t i o n , a 55tf fe e w i l l be charged to o n - l i n e and o f f - l i n e i n s t i t u t i o n s t h a t o r i g i n a t e and r e c e i v e s e r v i c e messages. Messages r e l a t e d to r e q u e s t s f o r Treas ury t r a n s f e r s w i l l not be p r i c e d . In a d d i t i o n , s e r v i c e messages between a Reserve Bank and a f i n a n c i a l i n s t i t u t i o n or between a f i n a n c i a l i n s t i t u t i o n and a Reserve Bank w il l no t be p r i c e d . A t a b l e d e s c r i b i n g the new charges i s p r i n t e d on th e r e v e r s e o f t h i s circular. The charge f o r messages between f i n a n c i a l i n s t i t u t i o n s r e l a t i n g to r e q u e s t s f o r payments honored w i l l remain 55<£. A new Appendix B, "Fee Schedule f o r T r a n s f e r s o f Funds S e r v i c e s " to B u l l e t i n 6, "Wire T r a n s f e r s of Funds", r e f l e c t i n g t h e s e fe e schedule changes w i l l be c i r c u l a t e d in th e near future.
