To All Members of the Victory Fund Committee
of the Eleventh Federal Reserve District:
The Secretary of the Treasury has approved the appoint­
ment of Mr. Stanley W. Foran as Publicity Director of the
Victory Fund Committee of the Eleventh Federal Reserve
District.
Mr. Foran has had many years of experience in the adver­
tising and publicity field and assisted this district in the De­
cember Victory Fund drive. For the forthcoming and succeed­
ing Victory Fund drives, he has been granted an indefinite
leave of absence as Advertising Coordinator of the Dallas
Power & Light Company in order to devote his full time to
the duties of this Committee.
Mr. Foran will have his office in the Federal Reserve Bank
Building, Dallas, Texas, and would appreciate any suggestions
you may care to make to him in connection with publicity as it
may affect your particular territory.
