TEXAS of Dallas 75222 October 20,1965 SOCIAL SECURITY CHECKS PAYABLE JOINTLY TO HUSBANDS AND WIVES To All Banks in the Eleventh Federal Reserve District: We have been advised by the Treasury Department that the Social Security Admin istration, under authority of a statute recently enacted, will begin shortly the issuance of checks payable jointly to husbands and wives. Under this law, if one of the joint payees dies the survivor is entitled to the full amount of the check. In order that the payment to the survivor may be accomplished quickly, thereby avoiding hardship in many cases, the Treasury and the Social Security Administration have agreed upon an arrangement whereby representatives of the Social Security Ad ministration at approximately 600 district offices throughout the country will be author ized to make a joint payee check payable to the survivor by placing an appropriate endorsement on the face of the check. The banks throughout the country are being informed that it is in order to cash these checks upon endorsement of the survivor designated by the Social Security district offices. In this connection, the Treasury Department has issued the Fourth Amendment, dated September 22, 1965, to its Circular No. 21, revised September 5, 1946. A copy of the amendment is attached, together with an illustration of the stamped superendorse ment which will be used. Yours very truly, Watrous H.
