On D ecem b er 19, 1947, th e B oard o f G overn ors o f th e F ederal R eserve
S y stem a dop ted a ru le f o r c la s s ify in g cen tral reserve and reserve cities,
and p rov id in g f o r a trien n ial d esign ation o f such cities. T h e te x t o f the
ru le w as p u b lish ed in th e F ed eral R e g is te r f o r D ece m b e r 24, 1947. The
first design ation s u n der th e rule becam e e ffe ctiv e M a rch 1, 1948.
