The proposed changes w ere explained in our Circular No. 82-92 dated August 12, 1982. The Board withdrew its proposal to am end R egulation Z primarily as a result o f the c o m m e n ts r e ce iv e d . S p e c ific a lly , there is un certain ty concerning the e x te n t to which se lle rs points are passed on to the consum ers and the consum er b e n e fit o f any ac tio n in this area, as w ell as the c o s ts and disruptions th at any ac tio n could impose.
