FEDERAL RESERVE BANK OF DALLAS Dallas, Texas, January 21, 1942 To All Banking Institutions, and Others Concerned, in the Eleventh Federal Reserve District: The Secretary of the Treasury has issued the following public circular: “PUBLIC CIRCULAR NO. 13 UNDER EXECUTIVE ORDER NO. 8389 of April 10, 1940, as amended, and Regulations issued pursuant thereto, relating to transactions in foreign exchange, etc.* General Licenses Nos. 13, 14, 15, 19, 21 and 27 are hereby amended by deleting the final paragraph of each such general license.
