To All Banking Institutions, and Others Concerned,
in the Eleventh Federal Reserve District:

There is enclosed for your information and guidance,
“ THE PROCLAIMED LIST OF CERTAIN BLOCKED NA­
TIONALS,” referred to in General License No. 53, a copy of
which was mailed to you on July 18, 1941.
