T E X A S of Dallas 75222 Circular No. 80-201 October 21, 1980 OFFICIAL ANNOUNCEMENT TO ALL BANKS IN THE ELEVENTH FEDERAL RESERVE DISTRICT: It is a pleasure to announce that Robert H. Boykin will succeed me as President of the Federal Reserve Bank of Dallas effective January 1, 1981. I will reach retirem ent age at the end of this year after nearly 35 years in the Federal Reserve System, the last six years as President of the Dallas Reserve Bank. I am also pleased to announce that William H. Wallace, Staff Director for Federal Reserve Bank Activities at the Board of Governors of the Federal Reserve System in Washington, D.C., has been appointed First Vice President, effective January 1, 1981, to fill the vacancy created by Mr. Boykin's promotion. These actions were taken by the Bank's Board of Directors and have been approved by the Board of Governors of the Federal Reserve System. Mr. Boykin holds B.B.A. and J.D. degrees from the University of Texas, is a graduate of the School of Banking of the South at Louisiana State University, and has attended management courses at Texas A&M University and the American Management Association in New York. He was employed by the Bank in 1953 in the Legal Department and was elected to the official position of Assistant Counsel in 1959. He subsequently was elected Assistant Counsel and Assistant Secretary of the Board in 1961, Assistant Vice President and Assistant Secretary in 1965, Assistant Vice President and Secretary in 1967, Vice President and Secretary in 1968, Senior Vice President and Secretary in 1971, and was appointed to his current position as First Vice President on December 1, 1976. Mr. Wallace holds B.B.A. and M.B.A. degrees from the University of Mississippi and a Ph.D. degree in economics from the University of Illinois. He' served as Assistant Professor of Economics at Duke University from 1962-67 before joining the Federal Reserve Bank of Richmond where he served first as Assistant Vice President in charge of Research and then as Vice President in charge of Planning during the period 1967-73. He was Professor of Economics and Head of Program in Business Administration at North Carolina University from 1973-74. Joining the Board of Governors of the Federal Reserve System in 1974, Mr. Wallace served as Director of the Board's Division of Federal Reserve Bank Examinations and Budgets prior to assuming his present position as Staff Director for Federal Reserve Bank Activities.
