RESERVE BANK O F DALLAS F IS C A L A G E N T O F TH E U N IT E D S T A T E S Dallas, Texas, May 5, 1964 NORTH VIET-NAM ASSETS CONTROL REGULATIONS To All Banking Institutions in the Eleventh Federal Reserve District: At the request of the Director of the Division of Foreign Assets Control of the Treasury Department, the following statement is given for your information: The Secretary of the Treasury has added North Viet-Nam, i.e., Viet-Nam north of the 17th parallel of north latitude, to the schedule of blocked countries in Section 500.201 of the Foreign Assets Control Regulations, effective May 5, 1964. Thus, all sections of the regulations applicable to “designated Foreign countries” apply to North Viet-Nam as well as to Communist China and North Korea. The action is being taken at this time at the request of the State Department because of the continued Viet Cong communist aggression in Viet-Nam. Section 500.204(A )(1) has been amended to apply to goods of North Viet-Namese origin and technical amendments have been made in other sections of the regulations and in the Statement of Organization of the Office of Foreign Assets Control to reflect the addition of North Viet-Nam. Also the Transaction Control regulations have been amended so that the designation of North Viet-Nam corresponds exactly to the designation used in Section 500.201 of the Foreign Assets Control Regulations. Copies of the amended regulations will be distributed as soon as possible by the Treasury Department directly to all banking institutions on the regular Foreign Assets Control distribution list.
