FEDERAL. RESERVE BANK
OF DALLAS

Dallas, Texas, October 31, 1939

NOMINATIONS FOR DIRECTORS

To the Member Banks of the
Eleventh Federal Reserve District:

In accordance with the provisions of Section 4 of the Federal Reserve Act and my
circular dated October 3, 1939, in regard to election of directors of this bank to succeed
Ed H. Winton, Class A director, and J. R. Milam, Class B director, whose terms expire
December 31, 1939, there is given herewith a list of the nominees for such directorships,
indicating by whom nominated.
There is sent herewith to each bank in Group 1 a ballot for use in voting on the candi
date for Class A director and to each bank in Group 2 a ballot for use in voting on the
candidate for Class B director. There is also an envelope bearing on its face the certificate
in regard to the vote; also a colored envelope marked “Ballot,” in which the ballot is to
be sealed.
The ballot and certificate on the envelope must be executed by an officer who has been
authorized to cast the vote. A list of the designated voters was attached to my circular
above mentioned. AFTER THE BALLOT HAS BEEN PROPERLY MARKED,
(1) It should be sealed in the colored envelope.
(2) Then the colored sealed envelope should be sealed within the certificate envelope.
(3) The latter, bearing a properly executed certificate, should be returned to me in
the enclosed self-addressed envelope, so as to reach me not later than the closing
of the polls at 3:00 P. M. on November 16, 1939. At that time the ballot box will
be opened, the votes counted and the results of the election announced. The can
didates are invited to be present or represented on that occasion.
BANKS IN GROUP 3 WILL NOT VOTE IN THIS ELECTION. A copy of this cir
cular, however, is being sent to each of them without forms for their information.
Respectfully,

Chairman of the Board
