NOM INATIONS FOR DIRECTORS

To All M e m b e r Banks
in the Eleventh Federal Reserve District:

In accordance with the provisions of Section 4 of the Federal Reserve Act and my circular dated September 16,
1968, in regard to the election of directors of this Bank to succeed Mr. Ralph A. Porter, Class A Director, and
Mr. J. B. Perry, Jr., Class B Director, whose terms expire December 31, 1968, there are given herein the names of
the candidates nominated for such directors and the names of the banks which made the nominations.
There is sent herewith to each bank in Group 2 a ballot for use in voting for a Class A Director and to each
bank in Group 3 a ballot for use in voting for a Class B Director. An envelope bearing on its face the certificate
in regard to the vote and a colored envelope marked “ Ballot— Directors' Election,” in which the ballot is to be
sealed, are also enclosed.
The ballot and certificate on the envelope must be executed by an officer who has been authorized to cast
the vote. A list of the designated officers, revised to date, forms a part of this circular. In order that the balloting
may be secret, the name of the bank and of the voting officer should not be written on the ballot but only on the
certificate envelope. If the official signature of the officer casting the ballot has not been filed with this Federal
Reserve Bank, such official signature should be filed before the polls close.

The following procedure is required in the c a se of both th e Class A a n d Class B ballots:
(1) The preferen tial b a llot should b e m a rk e d .
(2) It should then b e p la c e d in th e colored e n v e lo p e m a rk e d “ Ballot — Directors’ Election” a n d th a t
en v e lo p e se a le d .
(3) Then a fte r th e certificate on the w h ite certificate e n v e lo p e is ex e c u te d , th e colored s e a le d env e lo p e
(containing th e ballot) sh ou ld b e p la c e d within th e w h ite certificate e n v e lo p e a n d th a t e n v e lo p e
se a le d .

to m e in th e enclosed se lf-a d d re s s e d e n velo pe.
Under the law, the ballot must be returned so as to reach me within 15 days after its receipt. The polls will
o p en on O ctober 24, 1968 a n d close a t 2 p.m. on N o vem ber 8, 1968. At that time the ballot box will be
opened at this Bank, the sealed envelopes containing the ballots will be opened, the votes counted, and the results
of the election announced. The candidates are invited to be present or represented on that occasion.

for their inform ation. Group 1 consists of member banks with combined capital and surplus of $3,000,000
and over.

For your information, there is quoted below an extract from Section 4 of the Federal Reserve Act which sets forth
the method of balloting:
“ Within fifteen d a y s a fte r receipt of the list of c a n d id a te s th e duly au th o riz e d officer of a m e m b e r
b a n k shall certify to the chairm an his first, second, a n d o ther choices for director of Class A a n d Class B,
respectively, upon a preferential b allot up o n a form furnished by the chairm an of th e b o a rd of direc­
tors of th e Federal Reserve Bank of th e district. Each such officer shall m a k e a cross o p p o site th e n a m e
of the first, second, a n d oth er choices for a director of Class A a n d for a director of Class B, b u t shall
n ot vote m ore th a n o n e choice for a n y o n e c a n d id a te .”
In the case of the Class A ballots (Group 2), where there are three candidates involved, a member bank, in making
its first and second choices, will be deemed to have indicated the other candidate as its third choice.

Mr. Dorbandt is married and has two daughters and
three grandchildren.

Mr. Dorbandt was born in Bertram, Burnet County,
Texas, on October 21, 1910, later moving with his parents
to Lampasas in 1916 and to Georgetown in 1922. He was
graduated from high school in Georgetown in 1926 and
attended The University of Texas at Austin and Southwest­
ern University at Georgetown where he was a member of
the Kappa Sigma Fraternity.

He began his business career in 1932 when he joined
the First National Bank in Conroe as a bookkeeper. Mr.
Dorbandt has served that institution continuously since that
time, and in 1957 was elected Chairman of the Board and
President, the positions he now holds.

Tyler, Texas

Mr. Dorbandt is also a director of the Guaranty Bond
State Bank, Tomball, Texas. He is also Chairman of the
Board of the Conroe Federal Savings & Loan Association,
Conroe, Texas.

Mr. Riter was born in Forney, Texas, on March 7, 1924.
He was graduated from San Marcos Baptist Academy and
New Mexico Military Institute. He attended the University
of New Mexico, received his B.B.A. degree from The Uni­
versity of Texas, and attended Harvard Graduate School
of Business Administration. During World W ar II, he served
in the South Pacific as a Naval Supply Officer and was
discharged in July of 1946.

Mr. Dorbandt is active in many banking and civic or­
ganizations. He is presently a member of the Administra­
tive Council, Texas Bankers Association; a member of the
Executive Committee, Marketing-Savings Division, Amer­
ican Bankers Association; a member of the Executive Com­
mittee, Sam Houston Area Council, Boy Scouts of America;
a director of the Conroe Y.M.C.A. and the Montgomery
County United Fund; and a trustee and a member of the
Official Board and Finance Committee of the First Meth­
odist Church in Conroe. He is a 32nd Degree Mason and
a member of the Arabia Temple Shrine.

He began his banking career with the Citizens First
National Bank of Tyler on January 15, 1948, and was
associated with that institution for 16 years. On Decem­
ber 1, 1963, he joined The Peoples National Bank of
Tyler as President and a member of that bank’s Board of
Directors, which positions he currently holds.

Past service includes, among others, the following:
President of the Conroe Rotary Club, Montgomery County
Chamber of Commerce, Conroe Country Club, and Conroe
Shrine Club; a director of the East Texas Chamber of
Commerce; a director and Treasurer of the San Jacinto
River Authority; Chairman, First District, Texas Bankers As­

Mr. Riter has been quite active in civic affairs, and in
1958 was the recipient of the W. C. Windsor Award as
Tyler's Most Outstanding Young Man of the Year. He is
currently serving as President of the 1968 Texas Rose
Festival Association and is President-Elect of the Tyler
Chamber of Commerce for the year 1968-1969.

FRANK A. WOOTEN
Chairman Emeritus

Idabel, Oklahoma

Mr. Riter is an active member of the Robert Morris As­
sociates and served as President of the Texas Chapter in
1960. On ihe national level of RMA, he served as a mem­
ber of the National Advisory Committee, and as a member
of the Bulletin Committee.

Mr. Wooten was born in Mount Pleasant, Texas, and
moved to Hope, Arkansas, when very young. He lived
and grew up on a farm near Hope until 1916, when he
moved to Idabel, Oklahoma.

He has been a member of the Administrative Council of
the Texas Bankers Association, served as Treasurer of that
organization in 1967-1968, and in 1966 was Chairman
of the Texas Bankers Conference. Currently he is a mem­
ber of the Legislative Committee and Vice Chairman of
the Educational Committee.

He went into the feed and grocery business, expanding
over the years into a wholesale and chain grocery
business.

In May of 1968, he was appointed to the Executive
Council of the American Bankers Association and is cur­
rently serving as a member of the Comptroller of the Cur­
rency’s Regional Advisory Board for 1968-1969.

Mr. Wooten became associated with the First State Bank
of Idabel in 1938, was elected President of the bank on
May 27, 1946, and assumed the active management of
the bank in 1947. He also served as Chairman of the
Board of that bank until 1968, and is presently Chairman
Emeritus.

Mr. Riter is an Elder in the First Presbyterian Church of
Tyler and has been aciive in all phases of church work. He
is currently serving as Chairman of the Committee on
Stewardship for the Presbytery of Northeast Texas.

Mr. Wooten helped with the organization of several
banks, including the Citizens State Bank at Hugo, Okla­
homa, the Bank of Mid-America in Oklahoma City, and
the First National Bank at Broken Bow, Oklahoma. He
served as a director of each of those banks until he dis­
posed of his interests in them. He also served on the
Board of Directors of the Farmers State Guaranty Bank,
Valliant, Oklahoma.

He is married and has two children.

Mr. Wooten has been active in all civic affairs in Idabel,
having served as President of the Chamber of Commerce,

homa Aviation Commission and served as a member of
the Oklahoma State Banking Board from 1951 to 1959.
He is presently a member of the Board of Directors of the
Security First National Bank of Hugo, Oklahoma. He is a
veteran of World W ar I. In 1967 he was chosen Citizen of
the Year by the people of McCurtain County, Oklahoma.

Paso and a member of the Masonic Lodge and Scottish
Rite. He is a director of the El Paso Club and a member of
the Coronado Country Club.

HUGH F. STEEN

El Paso, Texas

Mr. and Mrs. Steen have two sons. The family home is
in El Paso.

Mr. Steen was born in Eula, Texas, and attended high
school in Clyde, Texas. He joined El Paso Natural Gas
Company in 1929 and, except for a leave of absence to
attend Louisiana State University, has been with the firm
since that time. He was appointed Field Superintendent in
1939, and in 1944 was named Assistant General Superin­
tendent of the company’s entire system. He became Vice
President and General Superintendent in 1953 and was
elected a director and Vice President and M anager of
Pipeline Operations in 1957. He was elected President of
El Paso Natural Gas Company in January 1965.
