Implementation of these enhance ments will begin in April and will be completed by the end of the year. Also, as a reminder from the Treasury, please do not accept, process, or send Treasury card checks to the Federal Reserve. Card checks were discontinued on December 31, 1985, and have been invalid since November 1, 1990. S . TREASURY CHECKS FMS will begin phasing-in Treasury checks containing new security enhancements in April. All Treasury-disbursed checks with the new security features will be phased-in by the end of the year. Non-Treasury Disbursed checks, such as those issued by DOD, will have to be phased-in by the end of 1993. The security features include: • • Removal of USA pattern on back containing the hidden word VOID. The back of the check will remain blank with the exception of the WARNING notice. Addition of a watermark on check that can be seen from the front and back and which reads: "U.S. TREASURY". The watermark can be detected by holding check up to light. • Addition of fluorescence on front with the FMS seal, four lines of FMS, and then the United States seal (Eagle) covering the Amount box. The seals will be detectable under a black light. • Darkening of colors on the check face and the enhancement of the Blue Statue of Liberty (right center on check face). • WARNING notice on back. This notice instructs cashiers to hold the checks to the light in order to view and verify the new watermark before cashing checks.
