Libyan Sanctions
(Special Blocking Memorandum)
DETAILS

The Office of Foreign Assets Control finds that there is reasonable
cause to believe that on or since the effective date of Executive Orders No.
12543 (51 FR 875) of January 7, 1986, and No. 12544 (51 FR 1235) of January 8,
1986, the entities identified in Appendix A of this notice have been owned or
controlled by or have acted or purported to act directly or indirectly on
behalf of the Government of Libya or the authorities thereof. Consequently,
pursuant to section 550.305(a)(4) of the Libyan Sanctions Regulations ("Regu­
lations"), the entities described in the Appendix have been determined by the
Office of Foreign Assets Control to be specially designated nationals of the
Government of Libya subject to the same prohibitions applicable to the
Government of Libya.
All real and personal property of entities identified in the
Appendix, including but not limited to all accounts in which any such entities
have any interest, are blocked. All depository institutions, including
foreign agencies ("Institutions"), in the Eleventh Federal Reserve District
are advised that all transactions involving any entities named in Appendix A
are prohibited except as specifically authorized by the director of the Office
of Foreign Assets Control.
In accordance with section 550.602 of the Regulations and section
203(a)(2) of the International Emergency Economic Powers Act, 50 U.S.C. 17011706, all Institutions should report to the Office of Foreign Assets Control,
under oath, any blocked property within their possession of the entities named
in Appendix A, and all transactions related thereto, on or after the effective
dates. Reports should also be submitted which include prohibited transactions
that are or were blocked by the Institutions or transactions that are or were
attempted but not consummated, within 10 days of receipt of this notice or, in
the case of attempted transactions, within 10 days of the occurrence.
Reports should include all information detailing the blocked
property (including accounts) as of January 8, 1986, specifically identifying

where such property is now held, and separately accounting for any transfers
of property since January 8, 1986. In the case of accounts of any nature,
Institutions should provide the account number, the amount on deposit,
available credit or balance outstanding, and the name and address of the
financial institution holding the account. Evidence confirming that the
account is being maintained in a blocked status should also be provided. In
the case of attempted transactions involving the entities named in Appendix A
or relating to their accounts, Institutions should provide the names, address­
es, account numbers and any other available information identifying the
parties or intended parties, including all financial institutions, involved
with the attempted transaction.
