In our Circular No. 81-50 dated March 5, 1981, you were furnished
the te x t of a press release announcing the Board's new Federal Reserve
Regulatory Service.
Enclosed is a brochure describing the second handbook in the
series—Monetary Policy and R eserve Requirements Handbook—which will
include Regulations A, D, and Q and all related interpretations and statutes.

(a) Authority. This part *is issued under the
