F ederal Reserve Bank DALLAS, TEXAS of Dallas 75222 C ir c u la r No. 79-157 S ep tem b e r 20, 1979 EXTENSION OF COMMENT PERIOD FOR PROPOSED AMENDMENTS TO REGULATIONS D S Q TO ALL MEMBER BANKS AND OTHERS CONCERNED IN THE ELEVENTH FEDERAL RESERVE DISTRICT: On J uly 23, 1979, the Board of Governors of the Federal Reserve System announced proposals to implement the provisions of the International Banking Act of 1978 imposing r e s e r v e requiremen ts and in tere st rate ceilings on U .S . b r an ches and agencies of foreign banks whose pa r e n t banks have worldwide as se ts of $1 billion or more. These proposals were included in ou r Circular No. 79-120 dated J u ly 27, 1979. At that time the Board had asked for comments on its proposals by September 21, 1979. The Board has received requests for an extension for the period for comments due to the complexity of the issues involved and the need for coordi nation with home offices of the foreign banks p r e p a ri n g to comment. Therefo re , the Board has extended the period of comment on its proposals to November 23, 1979. Comments should be submitted in writing to the S e cr etary , Board of Governors of the Federal Reserve System, Washington, D. C. 20551, and should refer to Docket No. R-0238. Conment was requested on the proposal by September 21, 1979. The Board has been requested to extend the comment period in order to provide interested parties with additional time in which to present their views. In lig h t o f the issues involved in the proposal and in order to encourage public participation in this matter, the comment period has been extended to November 23, 1979.
