FEDERAL RESERVE BANK OF DALLAS Dallas, Texas, September 16, 1939 D ISC O U N T RATES To the Member and Nonmember Banks of the Eleventh Federal Reserve District: This bank has established, effective September 16, 1939: A rate of 1% per annum on advances to member banks secured by direct and such fully guaranteed obligations of the United States as are eligible for collateral purposes under the provisions of Section 13 of the Federal Reserve Act. A rate of 1 % per annum on advances to nonmember banks under Section 13 of the Federal Reserve Act, secured by direct obligations of the United States. All other discounts and advances authorized under the provisions of Sections 13, 13a, 13b, and 10b of the Federal Reserve Act will be made at the current rates effective at this bank, as set forth in Bulletin No. 1, dated September 16, 1939, which is going forward today under separate cover to all member banks.
