To the Bank Addressed:

A meeting of bankers was held in Dallas on December 11 for the purpose of discussing the
national defense program. This meeting was attended by officers of banks in the Eleventh
Federal Reserve District located in cities of 25,000 and over and by members of the Executive
Committee of the Texas Bankers Association. At the conclusion of the meeting, after full dis­
cussion, certain resolutions were adopted, copy of which is enclosed for your information.
It was impossible in the short time available to arrange a more general meeting, yet we
know that every bank in this district, had it been represented, would have heartily supported
the resolutions passed by the bankers in attendance. The purpose of this letter is to acquaint
you with the action taken and to solicit your cooperation in carrying out the program, as set
forth in the resolutions. We especially urge your cooperation in submitting information regard­
ing any of your customers who may have facilities for furnishing defense supplies. Forms for
that purpose are enclosed, and an additional supply will be sent you by the Federal Reserve
Bank of Dallas upon request. It is also important that some officer in every bank keep himself
fully informed with respect to the part banks are taking in the defense program. Your corre­
spondent bank or the Federal Reserve Bank will endeavor to obtain any additional information
that may be requested.
As pointed out in the letter which the Federal Reserve Bank of Dallas forwarded to you
under date of November 19, the National Defense Advisory Commission is endeavoring to
spread orders for defense needs among the smaller business concerns of the country, and the
information submitted by you regarding those concerns which are in position to furnish needed
supplies will be promptly forwarded to Washington.
We solicit your cooperation in making the defense program effective in this district.
