FEDERAL RESERVE BANK
OF DALLAS

Dallas, Texas, June 12, 1940

To All Banking Institutions, and Others Concerned,
in the Eleventh Federal Reserve District:

The Secretary o f the Treasury has issued the following construction of
GENERAL LICENSE NO. 11:
“ General License No. 11 is construed to allow the payment of
all taxes, fees, charges, and other items to state and local govern­
ments in the United States as constituting Jiving, traveling, and
similar personal expenses in the United States.’
