T h e u s e of s u c h window e n velopes will en ab le th e Federal R e s e rv e Banks to identify the p aying a g en ts of the en clo sed coupon (s) w ithout op en in g the e n velop es a n d to fo rw a rd s u c h en v elo p es to the p a y in g a g e n ts on a " sa id to conta in" b a sis w ithout v e rify in g th e e n v e lo p e s ' c o n te n ts. T h i s c h a n g e in p r o c e d u r e is being made in o r d e r to e x p e d ite the p r o c e s s i n g of coupons and to im p r o v e s e c u r i t y in the h a n d lin g of s u c h c o u p o n s . Enclosed a r e copies of two window en v elo p e forms; one e n velope has been d e s ig n e d to be p r e p a r e d m a n u a lly , the o th e r has been d e s ig n e d for u s e in c o m pu te r s y s te m s . T h e Federal R e s e r v e Bank of Dallas will f u r n i s h each member b a n k in the Eleventh Fed eral R e s e r v e D istric t with an initial s u p p l y of coupon e n v e l o p e s . T h is s u p p ly should not ex ce e d one y e a r ' s normal u s a g e .
