CHECKS NOT BEARING MICR TRANSIT
NUMBER OF PAYING BANK

To All Member and Par Remitting: Nonmember Banks
in the Eleventh Federal Reserve District:
Reference is made to our circular letter dated August 5, 1966, advising that effective Septem­
ber 1, 1967, the Federal Reserve banks will not handle as cash items checks, drafts, and similar
items received without the payor’s routing symbol-transit number preprinted or post-encoded in
E-13B magnetic ink characters in the manner prescribed and in the location assigned by the
American Bankers Association.
We are continuing to receive daily a large volume of checks not bearing the MICR transit
number of the drawee bank. These items consist mainly of checks prepared on draft forms,
“changed” checks, depository transfer checks, insurance premium drafts, bank drafts, and checks
of special design which business concerns and others order directly from printers.
With a view to being of assistance to the banks of this District in promoting the MICR
Program, we have prepared an “enclosure slip,” Form TR-402, which can be used for enclosing
in your monthly statements mailed to depositors. Also, we have prepared for more limited use,
a placard, Form TR-403, that you may make available for display by concerns which cash personal
checks for the public or accept them in payment of merchandise or services.
Copies of these forms are enclosed. We shall be glad to furnish you at no charge any quantity
of the “enclosure slip” and a limited quantity of the placards. In requesting the forms, please
use the enclosed preaddressed order blank and forward your request to the office serving the
territory in which your bank is located. The enclosure slips are in packages of 1,000 each, and
they should be ordered in multiples of 1,000. The placards may be ordered in units of ten.

FEDERAL RESERVE BANKS WILL NOT HANDLE CHECKS
RECEIVED WITHOUT MAGNETIC INK NUMBERS
EFFECTIVE SEPTEMBER 1, 1967
Effective September 1, 1967, checks and drafts deposited with Federal Reserve banks will not be
handled through regular bank collection channels if received without the magnetic ink (MICR) transit
number. The new electronic processing demands such magnetic ink encoding.
To avoid the delays of special handling of your checks, please use only the printed checks which
your bank furnishes. (If not convenient to carry your checkbook, keep a few blank checks with you.) Do not
use customer’s draft forms or “changed” checks.
You may be required to pay a service charge for collecting a check which cannot be processed elec­
tronically by the Federal Reserve banks.
