Federal Reserve Bank O F DALLAS Dallas, Texas, April 16, 1943 CHANGE IN M ETH OD OF R EPO RTIN G DEPOSITS FOR R E SE R V E PU RPOSES To the Member Banks in the Eleventh Federal Reserve District: In order to conform to Regulation D of the Board of Governors of the Federal Reserve System, as amended April 13, 1943, it is necessary to re vise the form now being used in reporting deposits for reserve purposes. A copy of the revised form is enclosed. You will observe that the new form provides that “War Loan Deposits of United States Government” shall be deducted from gross demand deposit liabilities. In addition, the revised form provides for the following breakdown of gross demand deposits: (a) Demand deposits of banks (b) Other demand deposits (including War Loan deposits and all other United States Government deposits) Please refer to the reverse of the form for the method to be followed in arriving at deposit liabilities for reserve purposes. Please furnish the deposit figures of your bank on the enclosed form for the period beginning April 13, 1943, to the close of the reserve period— April 16 for reserve city banks and April 15 for all other banks. (A special report for the portion of the period indicated is necessary even though figures for those dates may have already been furnished on the old form.) A supply of the new form will be forwarded to your bank just as soon as received from the printer. To avoid confusion, please destroy all of the old forms now on hand. A copy of the amendment to Regulation D is enclosed for insertion in the ring binder containing the current bulletins of this bank and the regu lations of the Board of Governors of the Federal Reserve System. GILBERT President ^VICTORY BUY Yr4* UNITED STATES f W WAR v / t h r * 0NDS J b ji\S T A M P S This publication was digitized and made available by the Federal Reserve Bank of Dallas' Historical Library (FedHistory@dal.frb.org) A M E N D M E N T TO R E G U L A T IO N D IS S U E D B Y T H E B O A R D OF G O V E R N O R S OF TH E F E D E R A L R E SE R V E SYSTEM Effective April 13, 1943 Regulation D , Reserves o f Member Banks, is hereby amended in the following respect, effective April 13, 1943: Subsection ( b ) o f section 2 o f Regulation D is amended to read as follow s: (b ) D ed u ction s allow ed in co m p u tin g reserves.— In determin ing the reserve balances required under the terms o f this regulation, mem ber banks may deduct from the amount o f their gross demand deposits the amounts o f balances subject to immediate withdrawal due from other banks and cash items in process o f collection as defined in sub section ( g ) o f section 1 o f this regulation and, until six months after the cessation o f hostilities in the present war as determined by procla mation o f the President or concurrent resolution of the Congress, no deposit payable to the United States by any member bank arising solely as the result o f subscriptions made by or through such member bank for United States Government securities issued under authority o f the Second Liberty Bond Act, as amended, shall be included in net demand deposits or in time deposits which are subject to reserve requirements. Balances “ due from other banks” do not include balances due from Federal Reserve banks, balances (payable in dollars or otherwise) due from foreign banks or branches thereof wherever located, or balances due from foreign branches o f domestic banks. The word “ banks” in the term “ due from other banks” refers to incorporated banks and does not include private banks or bankers.7 7A member bank exercising fiduciary powers may not include in balances “ due from other banks” amounts of trust funds deposited with other banks and due to it as trustee or other fiduciary. I f trust funds are deposited by the trust department of a member bank in its commercial or savings department and are then redeposited in another bank subject to immediate withdrawal they may be included by the member bank in balances “ due from other banks,” subject to the provisions o f subsection (b) above.
