Minutes 1. The public meeting was called to order by Chairman Thomas Uram at 11:00 am. Roll was called; Mint staff attendance was recognized; and media attendance was recognized. 2. Chairman Uram presided over farewell remarks thanking Mr. Robert Hoge for his eight-year service as the CCAC’s member specially qualified in numismatic curation. Member Dennis Tucker and Mint Director David J. Ryder spoke, and then Mr. Hoge expressed his pleasure at the opportunity to serve, and thanked the Mint and the Committee. 3. Chairman Uram introduced incoming Committee member Dr. Peter Van Alfen, who was appointed by Treasury Secretary Steven Mnuchin on August 11, 2020, to occupy the Committee’s numismatic curator position. Director Ryder administered the oath of office and welcomed Dr. Van Alfen to the Committee. Dr. Van Alfen spoke of the privilege of serving, and of the mentorship of his predecessor, Mr. Robert Hoge. 4. The minutes and Treasury Secretary Letters from the June 2020 CCAC meeting were reviewed. CCAC Member Lawrence Brown moved to approve the minutes and letters; this was seconded by CCAC Member Jeanne Stevens-Sollman and agreed upon unanimously. 5. Ms. April Stafford, Chief of the Mint’s Office of Design Management, presented the candidate obverse and reverse designs for the 2022 United States Army Silver Medal. 6. Ms. Stafford identified designs favored by the stakeholder, Dr. Williams, and recommended by the U.S. Commission of Fine Arts (CFA) at its meeting earlier in the month: a. ARM-O--04 shows soldiers of the modern-day, Continental, and Civil War eras with the motto “One Team One Fight.” b. ARM-O-13 shows modern and Continental soldiers with weapons ready. c. ARM-R-02 lists the seven core values of the Army at one side, against the Army flag with several major campaign streamers lifted by a breeze. d. ARM-R-06 also lists the Army’s seven core values, but positioned centrally above the Army emblem of arms and armor with the motto “This We’ll Defend.” 7. The Committee expressed praise for the design portfolio, calling out several candidates for special merit in their balance, layout, historical accuracy, use of white space, symbolism, diversity within the depictions of soldiers, and other design factors. After review and discussion: The Committee’s ultimate recommendation for the obverse is ARM-O-13 (which received 21 of 33 possible points in the Committee’s initial round of ranking), with one modification—removal of the motto This We’ll Defend and replacement of it with the wording U.S. Army. Dr. Williams affirmed that “It’s more important to have ‘U.S. Army’ than it is to have our motto.” The Committee’s ultimate recommendation for the reverse is ARM-R-02 (which received 23 of 33 possible points), with one modification—the addition of a streamer representing the Vietnam War. This design lists the seven core values of the U.S. Army alongside the Army flag with campaign streamers lifted by a breeze. 8. Chairperson Uram stood the meeting in recess at 12:30 pm until 9:00 am September 23, 2020.
