Dear Secretary Mnuchin:
A public meeting of the Citizens Coinage Advisory Committee (CCAC) was held on
Tuesday, September 19, 2017, to review and discuss the designs for the Office of
Strategic Services Congressional Gold Medal.
On December 14, 2016, Public Law 114–269 was enacted to award the Congressional
Gold Medal, collectively, to the members of the Office of Strategic Services (OSS) in
recognition of their superior service and major contributions during World War II.
Interaction with the stakeholder and members of the Committee over many months
coalesced around two outstanding designs, which the CCAC recommends for selection.
The obverse (OSS-O-01) features the inscription “OSS” revealing three anonymous
figures – a woman, a paratrooper, and a man in a suit – hinting at operating “in the
shadows.” This design also features the dates “1942-1945,” the years in which the OSS
operated.
Reverse (OSS-R-03) features the OSS Spearhead inscribed with code words related to
important OSS missions and agents.
It was a pleasure to work with Mr. Charles Pinck, President of the Office of Strategic
Services Society, to join in recognizing this agency so important to the United States
during World War II.

A public meeting of the Citizens Coinage Advisory Committee (CCAC) was held on
Tuesday, September 19, 2017, to review and discuss the reverse designs for the 2019
America the Beautiful Quarter® Program.
Vigorous discussions about the outstanding designs on which the Committee voted led to
the following recommendations:
Lowell National Historical Park (Massachusetts) reverse MA-11, featuring a mill girl
spinning thread that is stylized to look like water, indicating the importance of the canal
system powering the mills throughout the factories of Lowell. This design received 20 of
a possible 30 votes using the CCAC’s internal voting system.
War in the Pacific National Historical Park (Guam) reverse GU-03, portrays a wave of
American Forces coming ashore at Asan Bay in Guam fighting for the island’s eventual
liberation during World War II. This design garnered 19 of a possible 30 votes.
San Antonio Missions National Historical Park (Texas) reverse TX-03B delighted the
Committee and received strong support with 29 of a possible 30 votes. Reminiscent of a
Spanish 8 reales coin that circulated in the earliest years of our country, the design uses
four quadrants with iconographic symbols to stand for the importance of the Missions.
The Frank Church River of No Return Wilderness (Idaho) reverse ID-05A focused on a
scene far from human habitation, with a wolf against a star-filled sky, evoking the
vastness of this 2.3 million acre area. The Committee expressed strong support for this
appropriate symbolic design with 28 of a possible 30 votes.
With respect to the designs for American Memorial Park (Nor. Mariana Isl.) the CCAC
expressed support for reverse MP-01, but requested that the design be modified and again
presented to the Committee at its October 18, 2017 public meeting.
